BACKGROUND INFORMATION: The tractor used by the Parks Division has gone down and requires $13,000 worth of repairs. This tractor was to be fully depreciated in the next budget year and was scheduled to be replaced. We paid $15,805 for this equipment originally. In discussions with Omer Coulter, Dennis Callahan, and our Parks Division Mechanic we have developed a recommendation that this tractor be replaced. A new tractor will cost $42,000. To reduce the cost we have sought and found a used tractor that can be purchased for $36,000. Because this tractor is critical to our maintenance of sport fields and other facilities I am asking that the Council allow us to move ahead to purchase this tractor while it is still available. I have included a memo from Duane Wright, Park Mechanic, explaining the mechanic's view on this issue and specifications for the tractor. Also included is the quote on the proposed tractor and a quote for a similarly equipped new tractor. Should the Council wish to wait I am requesting $7,500 to rent a tractor. We need to get going as soon as the rain stops renovating and leveling sports fields. The cost to rent a tractor is $2,500 per month. We were planing on replacing the tractor in the very near future. The cost to repair the old tractor is in the ball park of $13,000. We feel it is not economical to spend that kind of money to patch an old piece of equipment. Dennis has the exact numbers and will be getting back to you or myself with them A.S.A.P. MEMORANDUM, City of Lodi, Public Works Department TO: Dennis Callahan FROM: Omer Coulter Equipment Maintenance Supervisor DATE: January 27, 1995 SUBJECT: Vehicle #07-048, 1980 Case 480C Tractor/Loader Scraper In a recent breakdown of Case Tractor 07-048, it was discovered that major repairs need to be done in order to get this equipment back on line. Estimated repair costs for a new engine, brakes, and a rebuilt shuttle is $13,300. In addition, new tires are needed at a estimated cost of $600. The over all conditon of the tractor makes it no longer worth the time or money it would take to bring it back into good working condition. The Case Tractor, #07-048, was purchased November 10, 1980 at a cost of $15,805. Repair costs to date $17,056.28. To rent another tractor would cost $2,500 per month. It is the recommendation of the Equipment Maintenace Department that it would be more cost effective to replace the tractor at this time, see attached. (3,780.30) --------------- NET DELIVERED PRICE LESS TRADE ................. 35.000.00 Abk, crw, j f- •c- . 4 j -7000 RESOLUTION NO. 95-17 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE PURCHASE OF ONE USED TRACTOR FOR THE PARKS DIVISION AND APPROVING ALLOCATION OF FUNDS WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes dispensing with bids for purchases of supplies, services or equipment when it is in the best interests of the City to do so; and WHEREAS, the tractor used for the maintenance of the sport fields and other facilities has gone down and will cost approximately $13,000 to repair; and WHEREAS, a used tractor has been found and can be obtained at a cost of $36,000 in comparison to the cost of a new tractor at approximately $42,000; and WHEREAS, it is the recommendation of staff to purchase the used tractor at the lower cost of $36,000, so that critical work can proceed on the fields as soon as the weather permits; and NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby approves the purchase of one used tractor at the cost of $36,000, and further approves the allocation of funding for the same.
