Readvertisement of bids for the purchase of two light utility vehicles. BACKGROUND INFORMATION: We have received bids from three different manufacturers for the purchase of (2) light utility vehicles. These bids allowed each manufacturer to present a bid based on their standard specification with the provision that the vehicle be equipped to travel on turf. There were two bids from Cushman. The first bid did not meet specifications. The second Cushman bid was a low responsible bid. We allowed Cushman to bid based on their specifications. However, we recently had an injury accident where one of our cushman vehicles was struck by an automobile. We have since reviewed the specifications of the various vehicles in regard to safety. I have attached a copy of the Park Mechanic's analysis and recommendations. Because there are now light utility vehicles available that are better built and safer to drive I am submitting the specifications that we need to take advantage of these new alternatives. We will now advertise using these new specifications and various manufacturers can bid based on a common set of specifications. FUNDING: $13,000 approved in the 194/5 budget. The stability of the 3 wheels. A. has a tendency to tip over if the load is not even or shifts. 2. The braking system. A. brakes only on rear two wheels. B. a signal stage master cylinder. C. gas tank mounted on outside of frame. D. steering design a. steering fork is prom to break without any symptoms, the result a total loss of steering. 3. Protection of driver and passenger are little to none. A. There is no side protection B. There is no roll protection TURF VEHICLE SELECTION I am recommending the purchase of one Mitsubishi and one Jacobson workman. The Mitsubishi I feel is a good choice because, it is one of the safety units offered in the turf industry. It has a full cab with doors and an excellent braking system. The gas tank is positioned inside the main frame for added protection, and the four wheel design gives it the stability. The Jacobson workman.is the other unit I am recommending. It to is a four wheel configuration. I would like to see the City get away from the three wheel Cushmans used for years. In years passed, the only quality turf vehicle with a very tight turning radius, was the Cushman three wheel. This turning radius is necessary to do ball diamonds. With today's technology we have two safer choices. One made by Toro and the other made by Jacobson. Both of these units have addressed the safety problems that until recently we had to live with. Those being the roll over concerns and the brakes. After looking at both Toro and Jacobson I feel the Jacobson is a better unit and has some added safety features. The gas tank location i5 inside the frame, and the frame itself is_a great deal heavier. The driver and passenger seats are located more in the middle of the unit , unlike the Toro which the occupants are directly at the front of the vehicle. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that all bids received are hereby rejected for the two utility vehicles for the Parks & Recreation Department, and hereby approves new specifications, and authorizes staff to readvertise for bids.
