COUNCIL COMMUNICATION
AGENDA TITLE: Addition of Equipment Service Worker and Heavy Duty Equipment
Mechanic for City of Lodi Transit System
MEETING DATE: February 1, 1995

RECOMMENDED ACTION: The City Council adopt Resolution No. 95-16 (Exhibit A)
authorizing the addition of two additional equipment
maintenance personnel to the Table of Organization of the
Equipment Maintenance Division of the Public Works
Department. The two positions requested are as follows:
° Heavy Equipment Mechanic
° Equipment Service Worker
Both of these positions will be funded using Federal Transportation Authority (FTA)
and Transportation Development Act (TDA) dollars.
BACKGROUND INFORMATION: Over the past five years the maintenance burden in the
equipment repair facility has increased greatly, but at
the same time we have reduced the number of maintenance
personnel. We are operating with the same number of
persons that we had in 1988. In the 1993-94 budget we reduced the staffing. The
position we eliminated was that of Equipment Parts Coordinator; this person was
responsible for keeping up the inventory of parts in the shop and picking up
necessary parts from local vendors. The purpose was to reduce our inventory of
spare parts and provide needed parts for repairs as quickly as possible. Since
1988 we have added to our Dial -a -Ride fleet, added five vehicles for the Grapeline,
added five used vehicles for the Partners program, and are scheduled to add an
additional five vehicles, all labor intensive pieces of equipment. We also have
added other vehicles and miscellaneous equipment to our inventory since then.
James Brown, the City's transit advisor, has recommended to us the ratio of
vehicles to maintenance personnel for transit operations not fall below eight
vehicles per employee. We now have 15 transit vehicles and will include an
additional vehicle in the 1994-95 transit claim. Transit vehicles have been given
priority in the equipment maintenance shop - this for two reasons: we have a
schedule to maintain for the Grapeline and do not want to be in a position of not
being able to respond to Dial -A -Ride calls. Secondly, the transit vehicles must be
ready to stand inspection by the California Highway Patrol (CHP) at any time.

The last three times additional personnel for the equipment maintenance shop was
approved (1986, 1988, and 1989), it was determined the appropriate equipment to
maintenance personnel ratio for Lodi was 50-55 pieces of equipment per maintenance
personnel. This compared to an average of our survey cities of approximately 45.
Lodi is presently at 75 pieces of equipment per maintenance personnel.
Both of these positions will work on all vehicles, but for the most part, the time
of two mechanics will be spent on our transit vehicles. The City will recoup the
cost of these positions through Federal and TDA funds. The cost of these two
positions will be approximately $73,000 per year.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE ADDITION OF EQUIPMENT SERVICE WORKER
AND HEAVY DUTY EQUIPMENT MECHANIC FOR
CITY OF LODI TRANSIT
WHEREAS, over the past five years the maintenance burden in the
equipment repair facility has increased greatly; and
WHEREAS, in addition to the maintenance and repair of the City's
fleet, we have added to our Dial -A -Ride fleet, added five vehicles for
the Grapeline, and added five used vehicles for the Partners program,
thus overloading our equipment repair facility employees; and
WHEREAS, the City's transit advisor has recommended that the City
maintain a ratio of vehicles to maintenance personnel for transit
operations not fall below 8 vehicles per employee; and
WHEREAS, we now have 15 transit vehicles and an additional
vehicle will be included in the 1994-95 transit claim; and
WHEREAS, the cost of these two positions will be funded by
Federal Transportation Authority (FTA) and Transportation Development
Act (TDA) funds.
NOW, THEREFORE, BE IT RESOLVED, the City Council hereby
authorizes the addition of Equipment Service Worker and Heavy Duty
Equipment Mechanic to the Table of Organization of the Equipment
Maintenance Division of the Public Works Department; and
FURTHER RESOLVED, the two positions of Equipment Service Worker
and Heavy Duty Equipment Mechanic shall be on a contract basis.
