HomeMy WebLinkAboutAgenda Report - May 16, 2001 I-01AGENDA TITLE: Approve Roget Park Master Plan, Authorize Test Well Drilling, Approve Specifications and Authorize Advertisement for Bids for Site Improvements (Phase 1) MEETING DATE: May 16, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the site master plan, authorize test well drilling, approve specifications and authorize advertisement for bids for initial Roget Park site improvements. BACKGROUND INFORMATION: In 2000, the City Council directed staff to prepare a master plan for Roget Park. This was in response to a request from Public Works to drill a test well on the site. A plan was prepared and following public notices and a series of meetings at the Parks and Recreation Commission, the attached site plan was approved. The plan includes a restroom with some active play areas on the west side of the park and a passive, walking area on the east side where most of the existing trees are located. The north -south street is shifted east to allow room for a well west of the street adjacent to the wall at Target. The water test well needs to be drilled before park plans are finalized. As has been done in recent years and previously approved for FY 01/02, the City has utilized a professional engineer and well driller — Clark Well, of Stockton — for this work and we propose to do that for this project. Should the test well prove to be unsatisfactory, we will make a recommendation to the Council at a later date for selecting a new location at a different site or elsewhere on the park site. The cost for a test well is $15,000 to $20,000. The site improvement project will consist of removing 86 dead, diseased and/or hazardous trees, seven clumps of shrubs, and some minor pruning and site clearing. This first phase is designed to clean up the park area and prepare it for future development. Removing the dead and diseased trees will reduce the spread of disease and the risk of fire. The minor pruning is primarily intended to make the park area more visible from the roadway and reduce illegal activities such as dumping or loitering. This first phase of cleanup should be accomplished as soon as possible, regardless of the schedule for future construction. The specifications are on file in the Public Works Department. FUNDING: Funds for the site work will be from Park Impact Mitigation Fees. Funds for the test well will be from Water Impact Fees. Project Estimate: Site Work Test Well: Plan id Openi ate: Richard C.
