HomeMy WebLinkAboutAgenda Report - May 16, 2001 E-18AGENDA TITLE: Adopt resolution authorizing the City Manager to provide funding in the amount of $125,000 to fund the Public Benefits Program Grant — Lodi Appliance Rebate Program (EUD) MEETING DATE: May 16, 2001 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt resolution authorizing the City Manager to provide funding in the amount of $125,000 to fund the Public Benefits Program Grant — Lodi Appliance Rebate Program, a component of the City of Lodi Public Benefits Program. BACKGROUND INFORMATION: Funds for the most recent appliance rebate program (the Lodi Residential Appliance Rebate 2000 Program) are now exhausted. The request for $125,000 from the City of Lodi Public Benefits fund will create a new program, offering Lodi residents and businesses a rebate of $50 to $100 on designated appliances. Those appliances, which are all energy efficient and can reduce energy costs up to 5% (or more depending upon how many energy efficient appliances are utilized) annually, include: ➢ refrigerators- any refrigerator that displays the EnergyStar (copyrighted) logo, or that consumes 750 kWh (kilowatt hours) of electricity or less annually ($100 rebate); refrigerators that consume from 751 to 1000 kWh of electricity annually ($50 rebate); ➢ front loading clothes washers ($100 rebate); ➢ dishwashers- any dishwasher that displays the EnergyStar (copyrighted) logo ($100 rebate); ➢ manual defrost freezers- ($100 rebate); and ➢ single -room air conditioners- ($100 rebate) Other program guidelines include: ➢ you must be a City of Lodi electric utility customer to participate in the program; ➢ rebates are good from May 18, 2001 until funds are depleted; ➢ total rebate could be $500 per eligible customer (based upon service address); and ➢ appliances must be purchased from participating Lodi dealers/stores (including: Anderson Maytag, Ben's Appliance, FILCO of Lodi, Kundert & Bauer, Les' Appliance, Reo's Appliance Center, and Wal-Mart of Lodi) FUNDING: 164605 — Public B,,enefiits Program Fund (Category — Demand-side Management) !2'[�, Funding Approval: -1,Z' joa j z Vicky WAthie, Finance Director Af n N. Dixon Flynn City Manager RESOLUTION NO. 2001-116 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE FUNDING FOR THE PUBLIC BENEFITS PROGRAM GRANT - LODI APPLIANCE REBATE PROGRAM WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, this project is the fifth in a series of projects specifically designed for Lodi residential electric customers. The Lodi Residential Energy Efficient Appliance Rebate 2000 project allows residential customers to receive cash rebates of up to $400 per service address, by replacing specified older, less energy efficient appliances with more energy efficient models; and WHEREAS, to participate in the program, residential customers may purchase any or all of the following appliances from the participating dealers and receive a $100.00 rebate for each: • Energy efficient refrigerator; • Upright manual defrost freezer; • Front loading clothes washer; • Single -room air conditioner with 9.0 or higher SEER); WHEREAS, the total rebate could be $400 per qualified residential customer, and the rebate program will run from June 1, 2000 until funds are depleted; and WHEREAS, funds for the appliance rebate program are now exhausted, and staff requests that the City Manager provide a Public Benefits Program Grant in the amount of $125,000.00 for the Lodi Appliance Rebate Program. BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program grant in the amount of $125,000.00 to fund the Lodi Appliance Rebate Program, specifically designed for Lodi residential electric customers.
