MEETING DATE: May 16, 2001 PREPARED BY: Community Development Director RECOMMENDED ACTION: That the City Council adopt a Resolution authorizing the reallocation of $10,000 in CDBG Funds from the 2000-01 Salvation Army Project allocation to the 2000-01 Hutchins Street Square Playground ADA Retrofit Project. BACKGROUND INFORMATION: For the 2000-01 CDBG Program year, the City Council had allocated $53,790 to the Salvation Army for improvements to their office and warehouse facility located at 525 W. Lockeford Street. We have recently been informed by the San Joaquin County Community Development Department that HUD has reversed their position regarding federal funding for improvements at facilities owned by organizations or institutions that are primarily religious in nature, thereby making the Salvation Army's project ineligible for funding. We are requesting reallocation of only $10,000 of Salvation Army's original allocation, as an urgent need has arisen in another CDBG-funded project that is currently underway. The remaining balance will be reallocated, along with a balance of other unused CDBG funds after a public application process has been completed. Hutchins Street Square currently has a project underway to retrofit their playgrounds to meet handicap accessibility requirements. They have informed us that their swimming pool lift equipment that provides access to the swimming pool for the elderly and handicapped has broken and must be replaced. Their estimate to replace the lift equipment is $10,000. Since this also addresses handicap accessibility, the County has advised that it can be included in the current Hutchins Street Square ADA Playground Replacement Project. f APPROVED: H. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve the reallocation of $10,000.00 from the Salvation Army project to Hutchins Street Square for swimming pool lift equipment.
