BACKGROUND INFORMATION: Funds to purchase a twelve -yard dump truck for the Street Division of the Public Works Department had been approved and budgeted in the 1999100 Equipment Replacement Fund. This vehicle will replace existing Unit 04-084, a six-yard dump truck. Unit 04-084 is a fully -depreciated 1985 Ford Model C7000, with an odometer reading of 93,276 miles. It was purchased for $44,603 in 1985 and has accumulated $37,130 in repair costs. Unit 04-084 has a very sick engine and its dependability is questionable. The Street Division uses this dump truck on a daily basis for maintenance. The upgrade request is to provide the Street Division with greater hauling capabilities and improved efficiency. Although originally specified and budgeted as a diesel dump truck, staff felt that this piece of equipment provided an excellent opportunity to consider a Compressed Natural Gas (CNG) alternative. Alternative fuel funding is now available, through several sources, to pay for more than just the incremental cost of the CNG portion (which we have been limited to in the past). The General Fleet Committee, Street Superintendent, Transportation Manager, and Fleet and Facilities Manager agreed that pursuing a CNG dump truck was worth the effort and potential additional expense. Staff wrote specifications around a CNG product line. Specifications for this equipment -were approved on April 4, 2001. Bid packets were mailed to five vendors. Unfortunately, the City received only one bid. The other vendors were contacted afterwards however, and all gave different reasons why they didn't submit a bid. It is staff's understanding that to re- bid would likely result in the same outcome. Staff's recommendation, therefore, considering these conversations with bidders and funding availability, that Council authorize this purchase.
