RECOMMENDED ACTION: None. Provided for Council information.
BACKGROUND INFORMATION: The Human Services Agency of San Joaquin County will purchase
from the Parks and Recreation Department the following services:
Administration of a summer day camp at Lockeford School ($21,374) and a Lodi Lake day camp
program ($25,106) for north county youth. The attached purchase order, budgets, and program
descriptions provide detailed information.

PROGRAM SCOPE;
City of Lodi Parks and Recreation Department in. collaboration
will provide a day camp for up to 60 participants at Lockeford
School as well as provide a day camp experience at Lodi, Lake for
a four week period for an average of 40 children from various
schools in the area (New Hope, Lockeford, and community
centers). The program will offer a variety of interesting,
stimulating activities for children of Cal WORKS families and
other needy families.

RATIONALE: This project ties into two of the four purposes of TANF funds,
namely:
1. To prevent and reduce the incidence of teen pregnancies by
intervening early in the life of school children to provide safe,
positive alternatives for children who are at high-risk youth;
2. To encourage the formation and maintenance of two-parent
families by providing the foundations for youth to learn skills
that encourage communication, positive interactions with peers
and adults, and skills that provide the foundation for
development of good work skills.
TERM: June 1, 2001 through September 1, 2001. Lodi Parks and
Recreation Department will submit invoices for costs incurred.

Summary:
The Lodi Parks and Recreation Department in partnership with Lodi Unified School
District would like to create and implement a summer program for 40 of the 60
participants that are enrolled in the Lockeford After School Enrichment Program when
they are off-track in June and July.
Population to be served:
Lockeford Elementary School is located outside the City of Lodi limits. 86.5% of the
families at Lockeford participate in the free or reduced lunch program and 36.9%
receive public financial assistance. The student population is 29% Hispanic, 67%
White, 1 % Pacific Islander, 1 % African American, 1 % Asian, and 1 % American Indian.
Currently, 60 students in grades Kindergarten through 6th participate in the
Enrichment Program.
2. Target Area for Program Delivery:
The target area is Lockeford Elementary School and the Enrichment Program. The
Enrichment Program participants will have the right to enroll first. The summer
program will utilize three main areas: Cafeteria, Playground and possibly one portable.
3. Type of Program/Service to be provided:
The overall goal is to provide participants a safe and supervised off-track experience in
the upcoming summer months. The program hours will be from 9am-3pm, Monday —
Friday. The program will start operation on June 4, 2001 and end on July 31,2001, no
program on July 4, 2001. The children will have experiences is various types of
activities. For example, arts and crafts projects, organized games, water and free play.
The program will also offer two snack times a day and four field trips. The program will
have a site leader and three recreation leaders for a staff to participant ratio of 1:10.
4. Type of Outcomes to be Achieved:
By providing this opportunity, the parents can focus on achieving the following
outcomes:
Improve motivation, performance, and self-esteem of children, youth, and family
members;

7. Program Request:
The Lodi Parks and Recreation Department is requesting $21,374 to provide and operate an
off-track, 8 week summer camp program for children in grades Kindergarten — 6"' who attend
Lockeford Elementary School and the Lockeford After School Enrichment Program.

9am-3pm, Tuesday — Friday, up to 20 days. The children will have experiences
is various types of activities. For example, arts and crafts projects, education
speakers, Discovery Center and boat tours, water and free play. The program
will also offer 2 snacks a day and lunch. The program will have a Camp
Director and three Camp Leaders for a staff to participant ratio of 1:10.
