AGENDA TITLE: Adopt Resolution Approving the Application for Grant Funds for the Per Capita
Grant Program Under the Safe Neighborhood Parks, Clean Water, Clean Air, and
Coastal Protection Bond Act of 2000

RECOMMENDED ACTION: That the City Council adopt the attached resolution.
BACKGROUND INFORMATION: In February 2000, the Safe Neighborhood Parks, Clean Water,
Clean Air, and Coastal Protection*Bond Act of 2000 (Proposition
12) was passed by the citizens of California. The City of Lodi is
scheduled to receive $525,000 from the Per Capita Grant Program
portion of the bond act. The Per Capita Grant Program is allocated on a population -based formula and
is intended to meet the urgent need for safe, open and accessible local park and recreation facilities for
increased recreational opportunities that provide positive alternatives to social problems.
Grant funds can be used for acquisition of recreational lands and facilities; development/rehabilitation of
recreational lands and facilities; special major maintenance of recreational lands and facilities, or
innovative recreation programs.
Projects have yet to be determined and will come to Council for final approval. The City must enter into
a contract with the State by June 30, 2003 and complete all projects by June 30, 2008.

Subject: 2000 Park Bond Act Per Capita Allocation — $525,000
Roberti-Z'Berg-Harris Block Grant Allocation — $168,584
The allocations for the Per Capita Program and the block grant portion of
the Roberti-Z'Berg-Harris Program (RZH) have been finalized. Your agency will
receive the amounts indicated above. Lists of all eligible applicants and
allocations are available at www.parks.ca.gov/grants/porcapita02.htm and at
www.parks.ca.gov/i
grants/rzh.htm.
The procedural guides, with program information and application forms,
are in the process of being finalized. The final version of the Per Capita guide
will be available by May 31, 2001, at which time you may apply. The final version
of the RZH guide will be available by July 15, 2001, at which time you may apply.
Copies of the guides will be available on our web site at

RESOLUTION NO. 2001-138
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
APPLICATION TO APPLYFOR GRANT -FUNDS FOR THE PER CAPITA
GRANT PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN
WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000

WHEREAS, the Legislature and Governor of the State of California have approved a
grant for above Program; and
WHEREAS, the California Department of Parks and Recreation has been delegated the
responsibility for the administration of the grant project, setting up necessary procedures; and
WHEREAS, said procedures established by the California Department of Parks and
Recreation require the governing body to certify by resolution the approval of the Grantee to
apply for the Per Capita Allocation; and
WHEREAS, the Grantee will enter into a contract with the State of California for subject
Project(s).
NOW, THEREFORE, BE IT -RESOLVED that the City of Lodi does hereby:
1. Approve the filing for local assistance funds from the Per Capita Grant Program under the
Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of
2000; and
2. Certify that Grantee has or will have sufficient funds to operate and maintain the Project(s);
and
3. Certify that Grantee has reviewed, understands and agrees to the General Provisions
contained in the contract shown in the Procedural Guide; and
4. Appoint the City Manager or his designee as agent to conduct all negotiations, execute and
submit all documents including, but not limited to Applications, agreements, payment
requests and so on, which may be necessary for the completion of the Project(s).
