AGENDA TITLE: Adopt a resolution awarding the bid for 600 -volt XLPE underground
triplex cable to the second -low bidder in both size categories, Western
States Electric, Portland, OR ($56,521.35)

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the bid for the
following quantities of 600 -volt XLPE underground triplex cable to the
second -low bidder, Western States Electric, Portland, Oregon:
24,000 feet #110 underground triplex cable $16,047.60
25,000 feet #350 underground triplex cable $40,473.75
$56,571.35
BACKGROUND INFORMATION: On May 2, 2001, the City Council approved specifications and
authorized advertisement for bids for the conductor listed above.
The following bids were received, and opened on May 23, 2001.

"Nexans offers #350 triplex that does not meet specirrcations for hardness, markings, or protective packaging.
Bids were evaluated on price, leadtime, and conformance with specifications. Because this conductor is
planned for installation this summer at Century Meadows #1, Unit 2, Century Meadows #4, Unit 2, Tienda
Place Units A and B, the Parisis development in Grid 58, and the Beck/Perlegos development in Grid 58,
Nexans' twenty-four week leadtime will not work for us. Further, Nexans has offered #350 triplex that fails to
meet EUD specifications in three categories, which is also not acceptable. Staff therefore recommends
award to the second -low bidder, Western States Electric, whose cable meets specifications and whose
leadtime will support the department's subdivision installation schedule.

RESOLUTION NO. 2001-125
A RESOLUTION OF THE LODI CITY COUNCIL REJECTING
THE LOW BIDDER AND AWARDING THE BID FOR THE
PURCHASE OF 24,000 FEET OF #1/0 UNDERGROUND
TRIPLEX CABLE AND 25,000 FEET OF #350 UNDERGROUND
TRIPLEX CABLE TO THE SECOND LOW BIDDER
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council, sealed bids were received and publicly opened on May 23,
2001 at 11:00 a.m. for the purchase of 24,000 feet #1/0 600 -volt XLPE underground
triplex cable, and 25,000 feet of #350 600 -volt underground triplex cable, described in
the specifications therefore approved by the City Council on May 2, 2001; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, staff recommends rejecting the bid from Nexans Energy USA, of
Warrenton, VA, for 24,000 feet #1/0 600 -volt XLPE underground triplex cable, and
25,000 feet of #350 600 -volt underground triplex cable in the amount of $15,150.76 and
$38,999.39 respectively due to the long 24 -week lead-time, and the #350 triplex not
meeting the specifications for hardness, markings, or protective packaging; and
WHEREAS, staff further recommends award of the bid for the purchase of the
conductor be made to the second low bidder, Western States Electric, of Portland, OR,
in the total amount of $56,571.35.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the low bid
received from Nexans Energy USA, of Warrenton, VA, for 24,000 feet #1/0 600 -volt
XLPE underground triplex cable, and 25,000 feet of #350 600 -volt underground triplex
cable in the amount of $15,150.76 and $38,999.39 respectively is hereby rejected due
to the long 24 -week lead-time, and the #350 triplex not meeting the specifications for
hardness, markings, or protective packaging; and
BE IT FURTHER RESOLVED by the Lodi City Council that the award of the bid
for the purchase of conductor be made to the second low bidder, Western States
Electric, of Portland, OR, in the total amount of $56,571.35.
