RECOMMENDED ACTION: That the City Council review the Lower Sacramento Road Widening Project
between Kettleman Lane and Turner Road and provide staff direction.
BACKGROUND INFORMATION: At the request of Council Member Hitchcock, this item is on the Council
agenda for discussion and appropriate action. The Lower Sacramento
Road widening project includes three segments that are not being
constructed to the ultimate planned width (Exhibit A). They are:
1) East Side, South of Tejon Street - This location is where there is a gap in the frontage road along the east side.
Continuing the frontage road would have meant a significant right-of-way acquisition. The approved project includes
acquisition of sufficient right-of-way to install the curb on Lower Sacramento Road at its ultimate location plus install
a sidewalk where the future frontage road median would be located.
2) West Side, Vine Street to 318 feet north of Taylor Road - Widening this segment to the ultimate width,
including sidewalks, would have severe impacts on at least two homes that are owner -occupied. In addition, most
of this frontage is still in the County and will likely annex and redevelop in future years, which means these
improvements will be installed with development. We are still accommodating four travel lanes plus bike lanes in
this segment. To accomplish this, the median width was reduced from 24 feet to 22 feet. We are acquiring right-of-
way at the Southwest corner of Vine Street which will allow a smooth transition for this 2 feet alignment shift.
3) West Side, Taylor Road to Kettleman Lane - Development plans for this frontage are underway and the new
projects will install their frontage improvements. Even without these projects, the City project will include two travel
lanes north bound and two lanes southbound, plus two left turn lanes at Kettleman Lane.
The approximate cost to install these improvements, including right-of-way acquisition will be presented at the
Council meeting. In addition, we will review the environmental clearance for the project. We are concerned that we
may need to redo the environmental review for the project to include these possible changes to the construction
contract.
