HomeMy WebLinkAboutAgenda Report - May 2, 2001 I-01CITY OF LODI Cotnvcu, ConMurncnTIox AGENDA TITLE: Adopt Resolution approving the recommendations of the Multi -Jurisdictional 2x2x2 Greenbelt Task Force to implement the next steps advancing the study of a Lodi/Stockton Community Separator MEETING DATE: May 2, 2001 PREPARED BY: Community Development Director RECOMMENDED ACTION: Staff is recommending that the City Council adopt the attached resolution. The resolution will approve the recommendations of the 2x2x2 Greenbelt Task Force and authorize City staff to pursue the implementation of each of the recommendations in order to implement the next steps advancing the study of a Lodi/Stockton Community Separator. BACKGROUND INFORMATION: One of the major goals identified by the City Council this past year is the creation of a Greenbelt Policy. In order to accomplish this goal, the City Council appointed two Council Members to the 2x2x2 Greenbelt Task Force to study the creation of open space between Lodi and Stockton. The remaining members are from the Stockton City Council and the San Joaquin County Board of Supervisors. At a meeting held on March 29, 2001, the Task Force adopted recommendations 1-4, as shown on the attached exhibit. Both Stockton and Lodi recognize the importance of jointly pursuing the recommendations within their respective jurisdictions. In addition, San Joaquin County has acknowledged the need to maintain a status quo policy to limit further urbanization in the area between Stockton and Lodi (the Greenbelt Study Area) until such time as Urban Limit lines are established. With the approval of the respective jurisdictions, staff will proceed to develop a work program and funding requirements for each step in the program. The San Joaquin County Board of Supervisors approved this action at their meeting on April 10, 2001. FUNDING: Funding requirements are undetermined at this time. Dixoh Flynn -- City Manager RESOLUTION NO. 2001-103 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE RECOMMENDATIONS OF THE MULTI -JURISDICTIONAL 2X2X2 GREENBELT TASK FORCE TO ADVANCE THE STUDY OF THE COMMUNITY SEPARATOR CONCEPT WHEREAS, the City of Lodi, the City of Stockton, and the County of San Joaquin have, on the authority of their respective elected bodies, jointly formed the 2x2x2 Greenbelt Task Force and are engaged in a multi -jurisdictional effort to study the preservation of agricultural lands between Lodi and Stockton; and WHEREAS, the Committee has conducted meetings to discuss the issue, including two community forums, the purpose of which was to gauge the level of community interest in pursuing active land preservation measures; and WHEREAS, the Task Force, at its most recent meeting held on March 29, 2001 unanimously adopted the recommendations contained in the Action Plan Memorandum dated March 20, 2001. The recommendations are purposed to implement the next steps advancing the study of a Lodi/Stockton Community Separator and are as follows: 1) Investigate land trusts; 2) Investigate funding mechanisms; 3) Explore the feasibility of establishing an Urban Growth Boundary; and 4) Ensure full involvement. More detailed descriptions of each recommendation are listed as follows: 1) Investigate land trusts. The County needs a land trust to administer the County's Open Space Program. Likely functions of the land trust would include, but not be limited to: receipt of fees generated by selected funding mechanisms; acquisition of property; and acquisition and administration of easements in perpetuity that further the goals of the Program. The land trust would engage in transactions only with willing sellers. 2) Investigate funding mechanisms. Sources may include development fees, sales taxes, a farmland conversion ordinance, and other approaches. 3) Explore the feasibility of establishing an Urban Growth Boundary. Explore the feasibility of and approaches to creating an Urban Growth Boundary Line by mutual agreement or other means. 4) Ensure full involvement. Involve stakeholders in all discussions and deliberations. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi hereby adopts the above stated 2x2x2 Greenbelt Task Force's recommendations, and in conjunction with the City of Stockton and San Joaquin County, agrees to participate and fund the next phase of the community separator planning process.
