HomeMy WebLinkAboutResolutions - No. 2023-295RESOLUTION NO. 2023-295 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO REJECT ALL BIDS FOR THE MAIN STREET TRANSITIONAL AND SUPPORTIVE HOUSING PROJECT; AUTHORIZING RE -ADVERTISEMENT FOR BIDS BASED ON ADJUSTED SCOPE FOR THE MAIN STREET TRANSITIONAL AND SUPPORTIVE HOUSING PROJECT; AND AUTHORIZING THE CITY MANAGER TO AWARD THE CONTRACT TO THE LOWEST RESPONSIVE BIDDER AND EXECUTE THE AGREEMENT AND CHANGE ORDERS WHEREAS, on November 4, 2020, the City Council adopted the San Joaquin Community Response to Homelessness — 2020 San Joaquin Strategic Plan (Strategic Plan); and WHEREAS, in accordance with the American Rescue Plan Act (ARPA) of 2021, Department of Health Care Services (DHCS) developed a Medi -Cal Home and Community - Based Services (HCBS) Spending Plan detailing a series of initiatives to enhance, expand and strengthen HCBS in California. The Housing and Homelessness Incentive Program (HHIP) is one of the HCBS Transition Initiatives and is intended to support the delivery and coordination of health and housing services for Medi -Cal members statewide. HHIP is intended to bolster housing and homelessness -focused efforts and investments at local levels, with the aim of building or expanding capacity and partnerships to connect Medi -Cal members to needed housing services and achieving progress in reducing and preventing homelessness.; and WHEREAS, HPSJ Board awarded $3,000,000 to the City of Lodi on April 26, 2023, towards the acquisition and renovation of a hotel located at 22 South Main Street for development of a transitional and supportive housing project; and WHEREAS, the Lodi City Council accepted and appropriated the grant funds on June 7, 2023, and authorized the acquisition of the property on June 21, 2023; and WHEREAS, on August 16, 2023, City Council authorized the City Manager to execute all agreements necessary to complete the 22 South Main Street Transitional and Supportive Housing Project in a form acceptable by the City Attorney in a collective amount not to exceed $550,000 for all agreements associated with this Health Plan of San Joaquin (HPSJ) grant funded project; and WHEREAS, on December 6, 2023, City Council authorized the City Manager to execute any other related agreements in a form acceptable by the City Attorney up to the full REAP 2.0 award amount of $506,170; and WHEREAS, on October 31, 2023, the Community Development Department released the advertisement for bids. The City received the following three bids on December 5, 2023 Bidder Location Bid Amount American River Construction, Inc. Placerville $1,097,000 Torres Project Management, Inc. Dixon $1,123,000 Swierstok Enterprise Inc., dba Pro Builders Orangevale $1,284,000 WHEREAS, all bids came in over our available grant resources, and staff is recommending to reject all bids and authorize a re -advertisement of bids based on a revised scope of services. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to reject all bids for the Transitional and Supportive Housing Project and authorize re -advertisement for bids based on adjusted scope for the Transitional and Supportive Housing Project; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to award a contract for the Transitional and Supportive Housing Project to the lowest responsive bidder in an amount not to exceed $900,000; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute the Agreement and execute change orders in an amount not to exceed $100,000; and BE IT FURTHER RESOLVED, that the Lodi City Council does hereby authorize pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above - referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
