A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE AMENDMENT NO. 2 TO THE PROFESSIONAL
SERVICES AGREEMENT WITH FLOCK GROUP, INC., OF ATLANTA,
GEORGIA, EXTENDING THE TERM OF THE AGREEMENT TO FIVE YEARS
WITH A TWO-YEAR OPTION TO RENEW
WHEREAS, in March 2023, the Lodi Police Department (LPD) entered into a two-year
agreement with Flock Group, Inc., for ten automated license plate reader (ALPR) cameras in the
amount of $53,500; and
WHEREAS, the Flock ALPR camera system captures date, time, location, license plate
(State, partial, paper, and no plate), vehicle details (type and color), as well as objects (bicycle,
animals, and people); and
WHEREAS, on September 6, 2023, the City Council approved Amendment No. 1 to the
agreement for the purchase of eight additional automated license plate reader cameras and one
square mile of Raven shot -detection software in the amount of $170,000; and
WHEREAS, as a result of Flock Group, Inc., updating its standard terms, extending the
contract will guarantee that the maintenance and annual price levels will remain the same
throughout the five-year agreement with a two-year option to renew; and
WHEREAS, the authorization of this contract amendment will allow the department to
expand technology to better serve our community and ensure that the annual contract cost will
remain the same through the term of the agreement. The first-year contract fees and total
hardware costs were included in the FY 2023/24 budget under Police Support Services — Misc.
Professional Services — 10031004.72450.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to execute Amendment No. 2 to the Professional Services Agreement with Flock
Group, Inc., of Atlanta, Georgia, extending the term of the agreement to five years with a two-year
option to renew, in the amount of $565,200; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation or
term, and to make clerical corrections as necessary.
