HomeMy WebLinkAboutResolutions - No. 2023-281RESOLUTION NO. 2023-281 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A FIVE-YEAR PROFESSIONAL SERVICES AGREEMENT WITH FARWEST SAFETY, INC., OF LODI, FOR TRAFFIC CONTROL SERVICES WHEREAS, Lodi Electric Utility (LEU) crews, as part of their scheduled and emergency work on the electric distribution system, often work in the public right-of-way to complete maintenance and construction activities. LEU crews require the services of outside contractors to help provide for both worker protection and the safe passage of public traffic in designated work areas; and WHEREAS, LEU currently uses the services of Farwest Safety, Inc., for this purpose, which allows crews to focus on utility specific work. Farwest's existing contract with LEU does not expire until early 2024, but LEU wants to ensure there is no lapse in available contracted services should funds from the existing contract be expended; and WHEREAS, as the storm season approaches, LEU plans to be prepared to respond quickly to emergencies while ensuring the traveling public's safety; and WHEREAS, in accordance with Lodi Municipal Code, Section 3.20.075, safety consultants are exempt from bidding requirements and such contracts shall be awarded on the basis of professional qualifications and experience, quality of service, past performance and negotiated prices; and WHEREAS, Farwest provides traffic control services throughout California and continues to be a valuable safety resource for LEU. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a five-year Professional Services Agreement with Farwest Safety, Inc., of Lodi, California, for traffic control services in an amount not to exceed $150,000; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
