HomeMy WebLinkAboutResolutions - No. 2023-279RESOLUTION NO. 2023-279 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE PURCHASE OF A DELL, INC., STORAGE ARRAY WITH FIVE YEARS PRO -SUPPORT FROM SIDEPATH, INC., OF LAGUNA HILLS, UTILIZING CONTRACT NO. 7-15-70-34-003 UNDER NATIONAL ASSOCIATION OF STATE PROCUREMENT OFFICIALS (NASPO) NO. MNWNC-108 WHEREAS, the City maintains a video surveillance network with cameras that monitor City property, staff and other public facilities within the City; and WHEREAS, the State of California AB839, (Ch.564, Sec.6, Section 34090.6(a)) requires any Municipality that maintains a video surveillance program to store such media for a minimum of one year; and WHEREAS, the City's current infrastructure is currently capable of storing video up to thirteen (13) days, thereby not meeting the State's requirements; and WHEREAS, after evaluating two storage systems staff chose Dell, Inc., storage array that met the requirements, functionality and budget for the City's virtual computing environment; and WHEREAS, the purchase of the appliance is done through a value-added reseller (VAR) SidePath Inc., since Dell, Inc., does not sell this product directly to customers; and WHEREAS, in accordance with Lodi Municipal Code Section 3.20.077, the Information Technology Manager has the ability to acquire electronic hardware through negotiation, requests for proposal or competitive bids and award based on "best value" criteria. The Information Technology Manager has selected to utilize the negotiation method for acquiring the long term storage array with pro -support for the following reasons: IT manufacturers will work with one VAR when creating quotes for products for a single customer. Other VARs will not quote a product from the same manufacturer if a prior quote had already been created for a competing VAR for a single customer. IT staff evaluated a competing solution from StorOne which met the City's requirements and scope but was a higher cost to implement and support. WHEREAS, staff recommends purchasing the storage array from Dell, Inc., and five years Dell ProSupport, from value added reseller, SidePath, Inc., utilizing Contract No. 7-15-70-34-003 under National Association of State Procurement Officials (NASPO) No. MNWNC-108, Code 98AHB, for the amount of $294,000. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the purchase of the Dell, Inc., storage array with five-year support and maintenance from SidePath, Inc., a California corporation, in the amount of $294,000 (64299200.77030); and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
