SPECIAL CITY COUNCIL MEETING

A. Call to Order/ Roll Call
The Special City Council meeting of September 26, 2023, was called to order by Mayor Hothi at 7:01 a.m
Present: Council Member Bregman, Council Member Nakanishi, Council Member Yepez, Mayor Pro
Tempore Craig, and Mayor Hothi
Absent: None
Also Present: City Manager Schwabauer, Interim City Attorney Lucchesi, and City Clerk Nashed
B. Regular Calendar
B-1 Approve Plans and Specifications and Authorize Advertisement for Bids for Lodi Indoor Gun Range
Remodel Project, Accept Donation from Lodi Police Foundation ($200,000), Adopt Resolution
Authorizing City Manager to Award Contract to Lowest Responsive Bidder ( 900,000) and Execute
Change Orders ($100,000), and Appropriate Fund ( 900,000)_(PW)
City Manager Schwabauer provided a brief introduction to the item.
Public Works Director Charlie Swimley provided a presentation regarding the Lodi Indoor Gun Range
Remodel Project. Specific topics of discussion included overview, original project, original project
photographs, lead abatement, lead contamination impacts, photographs of project ready for Phase 2, and
Phase 2 funding.
Discussion ensued with Mayor Pro Tempore Craig, Public Works Director Swimley, Police Chief Sierra
Brucia, and City Manager Schwabauer regarding the ventilation system, new gun range meeting current
standards, asset seizure funds, outdoor range at White Slough Water Pollution Control Facility, and
required frequency of pistol qualifications for officers.
Discussion ensued with Council Member Nakanishi and Chief Brucia regarding improvements decreasing
problems with blowback on the range.
Discussion ensued Mayor Hothi and Chief Brucia regarding the source of the lead contamination and the
improved ventilation system.
Chief Brucia recognized the Lodi Police Foundation for the donation of $200,000 towards the project.
Mayor Hothi expressed appreciation for the Lodi Police Foundation's donation.
Mayor Pro Tempore Craig made a motion, second by Council Member Nakanishi, to approve the plans
and specifications and authorize advertisement for bids for the Lodi Indoor Gun Range Remodel Project
and adopt Resolution No. 2023-207 accepting a donation from the Lodi Police Foundation in the amount
of $200,000; authorizing the City Manager to award a contract to the lowest responsive bidder in an
amount not to exceed $900,000 and execute change orders in an amount not to exceed $100,000; and
appropriating funds in the amount of $900,000.

The above motion carried by the following vote:
Ayes: Council Member Bregman, Council Member Nakanishi, Council Member Yepez, Mayor Pro
Tempore Craig, and Mayor Hothi
Noes: None
Absent: None
ROLL CALL VOTE
Due to technical difficulties, the City Council held a ROLL CALL vote (all voiced their votes).
C. Adjournment
There being no further business to come before the City Council, the meeting was adjourned at 7:15 a.m.
