A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PARTICIPATION
AND ALLOCATION OF FUNDING FOR THE REGIONAL EARLY ACTION PLANNING
(REAP) 2.0 GRANT FUNDS AWARDED TO SAN JOAQUIN COUNCIL OF
GOVERNMENTS (SJCOG) ON BEHALF OF THE SAN JOAQUIN VALLEY
REGIONAL EARLY ACTION PLANNING COMMITTEE MEMBER AGENCIES;
AUTHORIZING THE COMMUNITY DEVELOPMENT DEPARTMENT TO SUBMIT AN
APPLICATION TO ACCEPT REAP 2.0 GRANT FUNDS ALLOCATED TO THE CITY
OF LODI TO SUPPORT THE PRODUCTION OF HOUSING AND INCREASE
OPPORTUNITIES FOR VERY -LOW INCOME HOUSEHOLDS; AUTHORIZING THE
CITY MANAGER TO EXECUTE A SUBRECIPIENT AGREEMENT IN A FORM
ACCEPTABLE BY THE CITY ATTORNEY; ACCEPTING AND APPROPRIATING
REAP 2.0 ALLOCATION; AND AUTHORIZING THE CITY MANAGER TO EXECUTE
OTHER RELATED AGREEMENTS
WHEREAS, the Housing and Community Development Department (HCD) have
provided funds for Regional Early Action Planning (REAP); and
WHEREAS, San Joaquin Council of Governments on behalf of San Joaquin County
Member Agencies (City of Lodi, City of Escalon, City of Lathrop, City of Manteca, City of Ripon,
City of Stockton, City of Tracy, and County of San Joaquin) has been delegated the
responsibility for the administration of the grant allocation and establishing necessary
procedures; and
WHEREAS, the SJCOG has allocated $506,170 to the City of Lodi to meet the
REAP 2.0 objectives to support the production of transitional housing and increase opportunities
for very -low income households; and
WHEREAS, REAP 2.0 grant funds could be utilized to finish all phases of the
Main Street Transitional Housing Project that consists of 40 units of transitional and supportive
housing; and
WHEREAS, the Main Street Transitional Housing Project meets several City Council
Strategic Vision goals, including 4B. Housing: Create more residential opportunities downtown;
4C. Housing: Continued progress towards Regional Housing Needs Assessment Goals;
4E. Housing: Adopt standards and policies to promote housing for all economic levels; and
4F. Housing: Develop policies that will promote affordable housing, generational housing, and
diverse housing.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the following actions:
1. Participate and allocate funding for the Regional Early Action Planning (REAP) 2.0 grant
funds awarded to San Joaquin Council of Governments (SJCOG) on behalf of the San
Joaquin Valley Regional Early Action Planning Committee Member Agencies;
2. Authorize Community Development staff to submit an application to accept the
REAP 2.0 allocation of $506,170;
3. Authorize the revenue appropriation in account code 35500000.56007, expenditure
appropriation in account code 35599000.77020, and allocate to funds to the Reimagined
Housing capital improvement project;
4. Authorize the City Manager to execute the corresponding REAP 2.0 Subrecipient
Agreement in a form acceptable by the City Attorney;
5. Authorize the City Manager to execute any other related agreements in a form
acceptable by the City Attorney up to the full REAP 2.0 award amount of $506,170; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
