A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE NEW
CLASSIFICATIONS, JOB DESCRIPTIONS, AND SALARY RANGES FOR KEY
ACCOUNTS AND CUSTOMER PROGRAMS SPECIALIST AND ECONOMIC
DEVELOPMENT DIRECTOR; ADDING ONE KEY ACCOUNTS AND
CUSTOMER PROGRAMS SPECIALIST POSITION TO THE ELECTRIC
UTILITY DEPARTMENT; ADDING ONE ECONOMIC DEVELOPMENT
DIRECTOR POSITION TO THE CITY MANAGER'S OFFICE; APPROVING THE
RECLASSIFICATION OF THE BUSINESS DEVELOPMENT MANAGER TO
THE NEWLY -CREATED POSITION OF KEY ACCOUNTS AND CUSTOMER
PROGRAMS SPECIALIST; AND DELETING ONE BUSINESS DEVELOPMENT
MANAGER POSITION IN THE CITY MANAGER'S OFFICE
WHEREAS, the Business Development Manager classification is a hybrid position, with
the incumbent performing duties within the City Manager's Office and Electric Utility
Department; and
WHEREAS, the Lodi City Council's Strategic Vision includes a focus on developing a
long-term economic development strategy; and
WHEREAS, the current classification does not meet the needs for successful economic
development efforts to accomplish City Council Strategic Imperatives; and
WHEREAS, the Electric Utility Department faces ever-increasing legal and regulatory
changes requiring development and monitoring of and reporting on various customer and key
accounts programs; and
WHEREAS, the Electric Utility Department desires to create a full-time classification of
Key Accounts and Customer Programs Specialist, which will focus on developing and
implementing innovative and best practices customer programs and providing a high level of
customer service to the Electric Utility Department's key accounts; and
WHEREAS, it is recommended that the City bifurcate these two functions and create
two classifications and job descriptions that will meet the strategic vision of the City Council and
meet the operational needs of the Electric Utility Department; and
WHEREAS, it is recommended that the Lodi City Council approve the classifications, job
descriptions, and salaries for the positions of Key Accounts and Customer Programs Specialist
and Economic Development Director, attached hereto as Exhibit A and Exhibit B.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the new classifications of the Key Accounts and Customer Programs Specialist with a salary
range of $112,298.89 to $136,500 and the Economic Development Director with a salary of
$165,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby approve adding
one of Key Accounts and Customer Programs Specialist position in the Electric Utility
Department, adding one Economic Development Director position in the City Manager's Office,
and reclassifying one Business Development Manager to Key Accounts and Customer
Programs Specialist, effective November 2, 2023, and deleting one Business Development
Manager position in the City Manager's Office.

KEY ACCOUNTS AND CUSTOMER PROGRAMS SPECIALIST
Job descriptions are intended to present a broad and general range of duties which
includes, purpose, responsibilities, and scope of work. Job descriptions are not intended
to reflect all duties performed within the job.
DEFINITION
Under general direction, performs highly responsible and professional work developing,
directing and implementing Electric Utility customer programs including the public
benefit program, key account management, customer energy efficiency and other
quality programs and services, including but not limited to demand side management,
low-income rate assistance, and fuel-switching/electrification. Performs related work as
required.
DISTINGUISHING CHARACTERISTICS
This is a journey level position responsible for customer programs planning and
implementation and management of major customer accounts. Includes a high level of
independent program responsibility and accountability. The employee must be fully
knowledgeable of the operating, procedures and policies of the Electric Utility
Department.
SUPERVISION EXERCISED AND RECEIVED
Receives general direction from the Rates & Resources
and indirect supervision over lower level supervisory,
clerical personnel.
EXAMPLES OF DUTIES
Duties may include, but are not limited to the following:
Manager and exercises direct
professional, technical, and/or
Coordinates and participates in activities that provide individualized, responsive, high
quality, customized service to all customers,
Establishes and maintains positive relationships with business and government
customers to meet customer satisfaction goals; proactively assess account needs
through consistent direct customer contact;
Analyzes customer operations, energy usage and billing history to identify trends and
advise customers on services, solutions and programs;
Serves as project or program manager for new and evolving customer programs in the
electric utility industry; participates in the identification, development and
implementation of customer programs including but not limited to energy efficiency, low-
income rate assistance, demand side management, and fuel switching/electrification;
Maintains and monitors contract and program budgets and participates in the
preparation of the division budget;

Administers contracts and agreements; prepares requests for proposals, participates in
the preparation of vendor contracts, negotiates contracts and acts as lead contract
administrator for planned program objectives;
Prepares a variety of narrative and periodic reports to keep management informed of
program/project status;
Develops qualitative and quantitative measures to evaluate program/project financial
status, customer satisfaction, contractor performance and public relations, and
recommends modifications to increase effectiveness;
Conducts research and performs analyses to make recommendations to management
related to program design;
Implements programs which may include such functions as scheduling, managing, and
coordinating with other staff and Departments to ensure program success; Maintains
current knowledge of external electric utility customer program trends and legislation to
ensure necessary compliance;
Participates in site visits to potential and current business customers to provide
electrical service options and provides reports to these clients defining applicable
electrical connection costs, rates, and other program incentives;
Coordinates and participates in special evening and weekend activities, such as training
classes, public events and customer promotional events;
Prepares and presents information to the City Council as well as community
organizations;
Coordinates and participates in customer programs for residential, commercial, and
industrial customers;
Develops and coordinates program and service information for distribution to the public,
such as newsletters, news releases and brochures;
Identifies and responds to customer concerns; works with the Community Development
Department to gather information on existing customer expansions as well as new
businesses to help identify potential impacts to the electric utility;
Represents the City in meetings with representatives of governmental agencies,
businesses, professional and community agencies and the public; Attends and
represents the City at various meetings with external organizations as necessary to
follow electric utility business planning marketing activities and participates on external
agencies task forces and working groups;

Monitors and maintains current knowledge of developments related to Electric Utility
customer programs; evaluates their impact upon City operations and recommends and
implements policy and procedural improvements;
Performs other duties related to the operation of the department and the City including
additional duties that enable the department and City to meet the diverse needs of its
community.
MINIMUM QUALIFICATIONS:
Knowledge of:
Principles and practices of customer service management and market research;
Electric utility programs including but not limited to demand response, distributed
generation, energy efficiency, and electrification;
Electric utility business practices; Principles and practices of strategic planning for
electric utilities;
Contract preparation and administration; Principles and practices of budget preparation
and administration;
Principles and techniques of personal computer operation and software applications;
Principles and practices of effective customer relations;
Recent developments, current literature and sources of information regarding electric
utility industry;
Planning, design, implementation of evaluation of electric utility customer programs;
Pertinent federal, state, and local laws, codes and regulations.
Ability to:
Communicate effectively both orally and in writing; Prepare and present oral and written
reports; Prepare and give presentations to the general public, City Council,
management and department personnel;
Prepare, present and administer budgets;
Work independently within general guidelines;
Interpret and apply federal, state and local laws, policies and procedures and
regulations;
Establish and maintain cooperative working relationships with those contacted during
the course of work;

EDUCATION AND EXPERIENCE
Any combination equivalent to education and experience that would likely provide the
required knowledge and abilities would be qualifying. A typical combination is:
Education:
Equivalent to a Bachelor's degree from an accredited college or university with major
coursework in engineering, business or public administration, communications,
marketing or a related field.
Experience:
Five years of experience in designing and implementing energy related customer
programs for residential and commercial applications or closely related field. Three
years of which shall have been in an administrative capacity.
LICENSES AND CERTIFICATES
Possession of the appropriate valid Driver's License from the California Department of
Motor Vehicles.
WORKING CONDITIONS
Environmental Conditions:
Position duties may require maintaining physical conditions necessary for sitting for
prolonged periods of time; traveling to and from sites; attending meetings (including late
evenings) and using personal computers, cell phones and/or hand held devices; office
environment.
Physical:
Functions may require maintaining physical condition necessary to see well enough to
read, write and make observations, operate vehicles; hear well enough to converse on
the telephone and in person; bodily mobility to occasionally walk, bend, kneel, reach,
stand, or crouch; operate assigned office equipment, requiring repetitive hand
movement and fine coordination including use of a computer keyboard; to verbally
communicate to exchange information. Occasionally required to work nights and
weekends.

DEFINITION
Under administrative direction, manages, plans, organizes, coordinates, and directs the
Economic Development program. Administers marketing and outreach programs for
the retention and expansion of existing businesses, and for the attraction of commercial
and industrial development to the Lodi Community; Develops and fosters good
relationships with the local business community, business groups and key contacts in
target industries for business expansions; provides staff assistance to the City Manager;
and performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
This single position class has Department Head level responsibility within the City
Manager's office and is responsible for overall policy development, program planning,
fiscal management, administration and operation of the Economic Development
programs and activities. Assignments allow for a high degree of administrative
independence in their execution.
SUPERVISION EXERCISED AND RECEIVED
Receives administrative direction from the City Manager. Exercises general supervision
over assigned professional, technical, and clerical staff.
EXAMPLES OF DUTIES:
Duties may include, but are not limited to the following:
Develops and implements goals, objectives, policies, and programs which promote the
City's economic development;
Researches, develops, implements and provides regular and public updates on an
economic development strategic plan that aligns with the City Council strategic vision;
Ensures that economic development activities comply with City goals, policies and
procedures, as well as local, federal and state regulations; develops and maintains
required reports, files and records;
Participates in the development and administration of the Economic Development
program budget;

Economic Development Director
Provides assistance and coordination to the City Council, commissions, committees and
City management staff in matters related to a wide variety of economic development
and redevelopment activities and programs;
Creates and implements creative and innovative marketing and outreach programs for
retention and expansion of existing businesses, and to attract new businesses including
commercial and industrial development; Develops and proposes policies for the
effective recruitment of new industry, business, and investment in the area;
Develops and proposes policies to stimulate the expansion of existing industry,
business, and investment in the area;
Serves as liaison with existing and potential industries, businesses, land and building
owners, developers, marketing firms, and federal, state, regional and county agencies,
regarding loans, grants, data, and education resources;
Researches and analyzes redevelopment and economic problems and prepares
comprehensive reports;
Prepares reports and gives presentations to community groups, business and
government committees, commissions, and City Council;
Represents the City in meetings with representatives of business and community
organizations, governmental agencies and the public;
Monitors legislation and developments related to economic development matters;
evaluates their impact in City operations and programs and recommends and
implements policy and procedural improvements;
Assists new and existing firms with expeditious permit processing and capital needs
including packaging of financing from federal, state, and local resources;
Attends meetings of local industrial, commercial and civic organizations to increase
community contact and develop understanding of the economic development program.
Performs other duties related to the operation of the department and the City including
additional duties that enable the department and City to meet the diverse needs of its
community.
MINIMUM QUALIFICATIONS:
Knowledge of:
Community characteristics, including planning, zoning, schools, budgets, and
recreational facilities and civic attractions;
Principles and practices of marketing, public information, and media relations;

Functions and organizations of a municipal government;
Applicable federal, state, and local laws, rules and regulations relating to economic
development;
Principles of organization, administration and budget;
Economic development incentives and available economic development grant
programs;
Informational resources relating to industry, legislation, business, economics,
community development, redevelopment and related matters affecting the growth of the
community;
Public and private sector financing;
Real estate development;
Urban planning.
Ability to:
Establish and maintain cooperative effective working relationships with those contracted
in the course of work;
Communicate effectively and persuasively both oral and in writing;
Interpret and apply federal, state, and local policies, procedures, laws, and regulations;
Prepare and analyze a variety of reports, statements and correspondence;
Develop and administer a division budget;
Develop and implement goals, objectives, policies, procedures, work standard, and
internal controls.
Be persuasive in marketing and selling the City to prospective businesses and
industries;

EDUCATION AND EXPERIENCE GUIDELINES

knowledge and abilities would be qualifying. A typical combination is:
Education:
Equivalent to a Bachelor's degree from an accredited college or university with major
coursework in urban planning, business, public administration, finance or a closely
related field. Master's degree preferred.
Experience:
Five (5) years of progressively responsible professional level experience in
economic/business development and municipal services.
LICENSES AND CERTIFICATES:
Possession of a valid Driver's License (Class C) issued from the California Department
of Motor Vehicles.
Work/Environmental Conditions: Position duties may require maintaining physical
