HomeMy WebLinkAboutResolutions - No. 2023-237RESOLUTION NO. 2023-237 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING PURCHASE OF TWELVE 26 -FOOT GASOLINE LOW -FLOOR CUTAWAY BUSES FROM MODEL1 COMMERCIAL VEHICLES, INC., DBA CREATIVE BUS SALES, OF CHINO, UTILIZING CALACT/MBTA COOPERATIVE PURCHASING AGREEMENT (BID NO. 20-01); AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS WHEREAS, the City of Lodi currently operates and maintains 25 transit vehicles to provide the GrapeLine fixed route service, VineLine Americans with Disabilities Act (ADA)/Paratransit service, and the general public Dial -A -Ride service; and WHEREAS, thirteen (13) of the existing vehicles in the fleet are 26 -foot ARBOC cutaway buses that will reach their useful life in terms of age (8 years) in accordance with Federal Transit Administration vehicle useful life schedules and certifications in 2024; and WHEREAS, in anticipation of this vehicle replacement timeline, the City submitted a Federal Transit Administration (FTA) grant application to apply $1,212,300 in Section 5339 funds for the replacement bus purchase. The City was awarded the $1,212,300, with a $1,787,700 local match in Transportation Development Act (TDA) funds, for a total grant amount of $3,000,000; and WHEREAS, staff recommends utilizing the transit procurement cooperative that was issued through a joint procurement effort between California Association for Coordinated Transportation (CaIACT) and Morongo Basin Transit Authority (MBTA) and execute a Consent to Assignment; and WHEREAS, staff further recommends authorizing purchase of twelve 26 -foot gasoline, low -floor cutaway buses from Modell Commercial Vehicles, Inc., dba Creative Bus Sales, of Chino, in an amount not to exceed $3,000,000, utilizing the CaIACT/MBTA Cooperative Agreement (Bid No. 20-01), and authorizing the City Manager to execute all necessary documents. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the utilization of the transit procurement cooperative that was issued through a joint procurement effort between California Association for Coordinated Transportation (CaIACT) and Morongo Basin Transit Authority (MBTA) and execute a Consent to Assignment; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize purchase of twelve 26 -foot gasoline low -floor cutaway buses from Modell Commercial Vehicles, Inc., dba Creative Bus Sales, of Chino, California, in an amount not to exceed $3,000,000, utilizing the CaIACT/MBTA Cooperative Agreement (Bid No. 20-01); and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute all necessary documents; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
