HomeMy WebLinkAboutResolutions - No. 2023-225RESOLUTION NO. 2023-225 A RESOLUTION OF THE LODI CITY COUNCIL ACCEPTING AND APPROPRIATING THE CALIFORNIA HOMELESS COORDINATING AND FINANCING COUNCIL (HCFC), AND THE BUSINESS, CONSUMER SERVICES AND HOUSING AGENCY (BCSH) HOMELESS HOUSING, ASSISTANCE, AND PREVENTION (HHAP) ROUND 3 GRANT; AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE 2020 HHAP PROGRAM — ROUND 3 SUBRECIPIENT AGREEMENTS WHEREAS, the State of California Homeless Coordinating and Financing Council (HCFC), and the Business, Consumer Services and Housing Agency (BCSH) has made available approximately $650 million in Homeless, Housing Assistance and Prevention Program (HHAP) funding. The HHAP program was established under Assembly Bill 101 (Chapter 159, Statutes of 2019), and signed into law by Governor Gavin Newsom on July 31, 2019; and WHEREAS, the Multi -Jurisdiction Agencies of San Joaquin Continuum of Care (SJCoC), City of Stockton, and San Joaquin County have received a combined allocation of HHAP funds of $15,506,341 for Round 3; and WHEREAS, on June 9, 2022, the San Joaquin Continuum of Care Board of Directors adopted local funding priorities for HHAP Round 3 following an extensive process of community- wide engagement and consensus building; and WHEREAS, the SJCoC issued a Notice of Funding Availability (NOFA) for HHAP funds Round 3 for which the City of Lodi applied for Access Center Shelter operations and prevention/diversion services; and WHEREAS, SJCoC approved HHAP Round 3 funding, subject to the terms and conditions of the Guidelines, NOFA, Program requirements, the Standard Agreement and other contracts between the Multi -Jurisdiction agency and HHAP grant recipients; and WHEREAS, the City was awarded $578,537.07 of HHAP Grant funds for the Access Center operations and a small portion for prevention/diversion services. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby accept and appropriate the California HCFC, and the BCSH HHAP Round 3 Grant, in the amount of $578,537.07 to Revenue account 35500000.56005 and Expense account 35599000.77020 (project strings: ARPA-22001. Contracts. H HAP3. CountyOP ($270,000), ARPA-22001. Contracts. HHAP3.CoCOP ($270,000), and ARPA-22001. Contracts. HHAP3.CoCPR (38,537.07); and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute the three 2020 HHAP Program — Round 3 Subrecipient Agreements; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution Nc. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
