A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE CHANGE ORDER NO. 4 WITH SCHWEITZER
ENGINEERING LABORATORIES (SEL) ENGINEERING SERVICES, INC., OF
VACAVILLE, FOR SUBSTATION RELAY MODERNIZATION PROJECT
WHEREAS, Lodi Electric Utility (LEU) is continuing efforts to upgrade all remaining solid-
state and electromechanical relays to microprocessor relays, and this effort includes the
standardization of equipment to Schweitzer Engineering Laboratories (SEL) Engineering
Services, Inc., which both provides equipment and engineering services; and
WHEREAS, on April 20, 2022, the City authorized an Agreement with SEL in the amount
of $1,024,073 to upgrade the existing incoming 60 kV relays at Industrial Substation to improve
protection coordination between LEU and PG&E, as well as asset monitoring and protection of
the incoming 60 kV power supply and equipment at Industrial Substation; and
WHEREAS, on February 1, 2023, Change Order No. 1 to the SEL Agreement was
authorized to add $421,578 in funding for additional commissioning and support, as well as the
addition of one new relay protection panel; and
WHEREAS, on July 6, 2023, the City approved Change Order No. 2 to extend the
completion date of work from March 2023 to December 2023 to minimize system impacts during
the warmer months of the year; and
WHEREAS, on July 13, 2023, the City approved Change Order No. 3 (CCO 3) in the
amount of $250,733 for work associated with the State of California Natural Gas Power Plant with
the actual cost of the work under CCO 3 to be reimbursed in full by the State as part of its
contractual obligations to the City; and
WHEREAS, with equipment near or at end -of -life, LEU proposes to continue to use SEL
to upgrade and replace the 12 kV relaying at Industrial Substation, and these efforts will also
include replacing two 60kV substation breakers at Industrial Substation, which will require
complex coordination efforts between LEU, PG&E, SEL, and others; and
WHEREAS, SEL provides full substation upgrade services required for the Industrial
Substation, including the best combination of expertise and qualifications to install and setup SEL
devices, as well providing a means of third -party Factory Acceptance Testing to perform detailed
auditing of all installation and wiring work prior to full commissioning; and
WHEREAS, utilizing SEL will provide for the standardization of equipment and substation
commissioning throughout the existing LEU substations and LEU's previous and current
collaborative efforts with SEL have proven successful and incredibly efficient and thorough to
maintain a safe and reliable electrical system; and
WHEREAS, including this proposed change order, the amount of SEL's Agreement for
this project totals $2,597,853 and is included in the City's 5 -Year Capital Improvement Program.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to execute Change Order No. 4 with Schweitzer Engineering Laboratories (SEL)
Engineering Services, Inc., of Vacaville for the Substation Relay Modernization Project in the
amount of $901,469; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation or
term, and to make clerical corrections as necessary.
