A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT
WITH TINKER, LLC, A CALIFORNIA LIMITED LIABILITY CORPORATION, TO
DELIVER AN ENERGY EFFICIENCY EDUCATION CURRICULUM TO
SIXTH -GRADE STUDENTS FOR A TWO-YEAR TERM WITH ONE OPTIONAL
ONE-YEAR EXTENSION; AND FURTHER AUTHORIZING THE EXPENDITURE
CONTINGENT ON AVAILABLE ANNUAL APPROPRIATIONS
WHEREAS, the City of Lodi and Lodi Electric Utility develop and implement customer
programs designed to achieve energy efficiency awareness and energy efficiency behaviors to
school-age youth, and both residential and commercial customers; and
WHEREAS, these customer programs are authorized by State legislation, which
required utilities to collect funds through the public goods charge for public purpose programs,
including energy efficiency, low-income energy assistance programs, and renewable energy;
and
WHEREAS, helping Californians improve the efficient use of energy in their homes and
businesses is a priority for locally -owned utilities and a critical piece of the State's long-term
decarburization efforts; and
WHEREAS, Tinker, LLC, has served as Lodi Electric Utility's provider of energy
efficiency education to Lodi public school sixth -graders since 2020, following a competitive bid
procedure; and
WHEREAS, Tinker, LLC, also provides a water conservation component; and
WHEREAS, the current Professional Services Agreement with Tinker, LLC, ends on
October 31, 2023; and
WHEREAS, Tinker, LLC, successfully delivered energy efficiency education to
328 sixth -grade students and 13 teachers in the 2020-2021 school year, despite a COVID-19
related closure of school facilities, through an online delivery platform, 544 students in
2021-2022; and 486 students in 2022-2023; and
WHEREAS, teachers and students expressed appreciation for all program actions and
interactions which were available in real-time through the online client dashboard; and
WHEREAS, Tinker, LLC, will incorporate an EV component into the new curriculum to
stimulate an early interest in the benefits of an electric vehicle.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a two-year Professional Services Agreement with one
optional one-year extension with Tinker, LLC, of Alamo, California, to deliver an energy
efficiency education curriculum to Lodi sixth -grade students, contingent on available annual
appropriations in an amount not to exceed $22,610.13 per year; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
