A RESOLUTION OF THE LODI CITY COUNCIL ACCEPTING A DONATION
FROM THE LODI POLICE FOUNDATION; AUTHORIZING THE
CITY MANAGER TO AWARD A CONTRACT TO THE LOWEST RESPONSIVE
BIDDER FOR THE LODI INDOOR GUN RANGE REMODEL PROJECT AND
EXECUTE CHANGE ORDERS; AND FURTHER APPROPRIATING FUNDS
WHEREAS, the existing gun range located in the basement of the City Hall Annex
Building at 213 West Elm Street has been utilized by the Lodi Police Department to practice
firearm and target shooting; and
WHEREAS, recent inspection of the facility indicated the existing ventilation system is
not up to current Occupational Safety and Health Administration (OSHA) standards; and
WHEREAS, City Council awarded the HVAC replacement contract on April 6, 2022, and
during the work, it was discovered that the gun range is contaminated with high levels of lead
and major lead abatement was conducted as a change order of the contract; and
WHEREAS, all existing gun range equipment and interior equipment were removed due
to the contamination and now that the lead abatement work and new HVAC system is
completed, the indoor gun range is ready to be refurnished and put back in service; and
WHEREAS, staff recommends authorizing the City Manager to award a contract to the
lowest responsive bidder for the Lodi Indoor Gun Range Remodel Project in an amount not to
exceed $900,000 and execute change orders in an amount not to exceed $100,000; and
WHEREAS, staff further recommends that the City Council accept the $200,000
donation from the Lodi Police Foundation and allocate funds to the PD Shooting Range
Remodel Project GFCP-23004 (43199000.77020); and
WHEREAS, staff further recommends appropriating funds in the amount of $200,000
from the Police Asset Seizure Fund (21099000.77020) to the PD Shooting Range Remodel
Project GFCP-23004; and
WHEREAS, staff further recommends transferring funds in the amount of $350,000 from
the Church Street Parking Lot Improvement Project GFCP-21008 (43199000.77020) to the PD
Shooting Range Remodel Project GFCP-23004 (43199000.77020); and
WHEREAS, staff further recommends transferring funds in the amount of $100,000 from
the City Hall Sewer Pump Station Upgrade Project GFCP-22001 (43199000.77020) to the PD
Shooting Range Remodel Project GFCP-23004 (43199000.77020); and
WHEREAS, staff further recommends transferring funds in the amount of $50,000 from
the Council Chamber Remodel Project GFCP-23002 (43199000.77020) to the PD Shooting
Range Remodel Project GFCP-23004 (43199000.77020).
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby accept
the $200,000 donation from the Lodi Police Foundation and allocate funds to the PD Shooting
Range Remodel Project GFCP-23004 (43199000.77020); and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to award a contract to the lowest responsive bidder for the Lodi Indoor Gun
Range Remodel Project in an amount not to exceed $900,000 and execute change orders in an
amount not to exceed $100,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby appropriate funds
in the amount of $200,000 from the Police Asset Seizure Fund (21099000.77020) to the PD
Shooting Range Remodel Project GFCP-23004; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby transfer funds in
the amount of $350,000 from the Church Street Parking Lot Improvement Project GFCP-21008
(43199000.77020) to the PD Shooting Range Remodel Project GFCP-23004
(43199000.77020); and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby transfer funds in
the amount of $100,000 from the City Hall Sewer Pump Station Upgrade Project GFCP-22001
(43199000.77020) to the PD Shooting Range Remodel Project GFCP-23004
(43199000.77020); and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby transfer funds in
the amount of $50,000 from the Council Chamber Remodel Project GFCP-23002
(43199000.77020) to the PD Shooting Range Remodel Project GFCP-23004
(43199000.77020); and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
