Education Project

RECOMMENDED ACTION: That the City Council adopt the attached resolution supporting the CALFED grant
application for a Lower Mokelumne River watershed education project focusing on
educating students and the public on stormdrain dumping and other related issues.
BACKGROUND INFORMATION: The Public Works Department sponsored a Lodi Storm System and
Mokelumne River Citizen Monitoring Project and is continuing budgeting this
project for a second year as part of an educational program to satisfy
portions of the upcoming storm system NPDES requirements. The 2000-01
funding of the Lodi Storm System and Mokelumne River Citizen Monitoring Project was also part of an agreement with
the Regional Water Quality Control Board in settling a fine for the White Slough Water Pollution Control Facility as
approved by City Council.
CALFED has grant monies available for such educational activities to help protect the waters of the State. There are
several projects the Public Works Department, Parks Department and the Lodi Lake Docents could initiate if the funds
were made available through such a grant. Funding requests include: additional equipment for monitoring storm
drains and the river, an educational mural at Lodi Lake depicting the Lower Mokelumne River watershed and Lodi's
interaction, outside educational consultants, outside laboratory testing, continuation of partnering with local High
Schools for Senior Projects, educational materials for the Discovery Center at Lodi Lake, environmental review and
conceptual design for additions/modifications to the Discovery Center and educational materials for the community.
The project may partner with other programs conducting related projects.
In February 2001 staff submitted a Concept Proposal for this CALFED grant. This month CALFED asked the City to
develop a complete proposal. In the Concept Proposal, $75,000 was requested by the City. The City's contribution to
the proposed CALFED funded project would consist of the $13,000 in the proposed 2001-02 Water/Wastewater
budget, and services (i.e., City staff time and use of buildings and equipment).

RESOLUTION NO. 2001-91
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
PUBLIC WORKS AND PARKS & RECREATION STAFF, IN
CONJUNCTION WITH THE LODI LAKE DOCENTS, TO APPLY FOR
CALFED 2001 GRANT FOR A LOWER MOKELUMNE RIVER
WATERSHED EDUCATION PROJECT
WHEREAS, the City of Lodi supports the efforts of CALFED and the Lodi Lake
Docents to educate the public concerning the ecosystem of the Lower Mokelumne River
Watershed, and, in particular, the impacts of Lodi's storm drain system run-off; and
WHEREAS, the City of Lodi has sponsored a Lodi Storm System and
Mokelumne River Citizen Monitoring Project which promotes education and the
monitoring of Lodi's storm drain system and the Mokelumne River; and
WHEREAS, the expanded project could also help meet federal storm water
requirements for education.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
authorizes the Public Works and Parks & Recreation staff, in conjunction with the Lodi
Lake docents, to apply for a CALFED 2001 grant for a Lower Mokelumne River
Watershed Education Project; and
BE IT FURTHER RESOLVED, that the City Manager is hereby authorized to
execute the grant documents on behalf of the City of Lodi.
