A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE REQUEST
FOR PROPOSAL TO THE SALVATION ARMY AS THE OPERATOR OF THE
PERMANENT ACCESS CENTER AND EMERGENCY SHELTER AND
AUTHORIZING STAFF TO NEGOTIATE AN AGREEMENT AND BRING BACK
TO CITY COUNCIL AT A FUTURE DATE
WHEREAS, the Lodi City Council approved 710 North Sacramento Street as the location
for the Access Center on October 6, 2021 per Resolution No. 2021-273. The City is developing
a permanent Access Center Emergency Shelter, which will take approximately 18 months to
develop; and
WHEREAS, on April 20, 2022, City Council approved Inner City Action, Inc., to operate
the Temporary Emergency Shelter and provide shelter and additional wraparound services for
the residents and The Salvation Army to provide food and laundry services; and
WHEREAS, on May 3, 2023, the City Council authorized the Community Development
Director to release an RFP for operating the permanent Lodi Access Center and Emergency
Shelter and waive the formal bid process to limit bid responses to The Salvation Army and Inner
City Action, Inc., based on their respected service to the Lodi community; and
WHEREAS, based on current trends at the Temporary Emergency Shelter, it will take
time to ramp up on the census of clients staying overnight and staff recommends the contract
be set at an initial service level of 100 overnight clients.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby award
the RFP to The Salvation Army as the operator of the permanent Access Center and
Emergency Shelter and authorize staff to negotiate an agreement and bring back to City Council
at a future date; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
