CITY OF LODI COUNCIL COMMUNICATION
AGENDA TITLE: Adopt Resolution Awarding Emergency Repair of Enze Pool to Applied Fiberglass Systems,
Rancho Cordova, CA, in the Amount of $31,961.00 and Appropriate Funds

RECOMMENDED ACTION: That the City Council award emergency repair work of Enze Pool to Applied
Fiberglass Systems, Rancho Cordova, CA, and appropriate funds for the project.
BACKGROUND INFORMATION: In May/June of 1996, Enze Pool received a new hand laid fiberglass
coating. Last year, a water return line broke in the bottom of the pool
causing the fiberglass to blister and delaminate from the plaster pool shell.
Staff has hand sanded and patched small areas as recommended by the Health Department in order to operate the
daily pool use. In order to open Enze Pool for our summer swim season, the blistered and delaminating fiberglass
needs to be replaced. When the pool was fiberglassed five years ago, it was awarded through a sole source
contract to Aqua Pool and Spa due to the hand laid application process and the lack of vendors specializing in this
type of application. Unfortunately, Aqua Pool and Spa is no longer fiberglassing pools.
Staff contacted four pool service vendors, however, this company was the only one providing this type of hand laid
fiberglass. Staff is recommending awarding this work to Applied Fiberglass Systems due to the scope of work and
the necessity of performing the repair work in time for the summer aquatics programs. The current condition of the
fiberglass poses a safety hazard to anyone using the pool due to sharp edges of the fiberglass that has blistered.

Pool Resurfacing
• Drain pool -- By City of Lodi
• Prepare existing surface to accept new application.
• Mask entire pool.
Fibcrgla:s Application
Automatically controlled, spray applied dispersal of components, i.e., resin, glass
fiber and initiator by high-pressure equipment. Four layer application includes:
1. Sealer coat
2. Pigment integral laminate -Cobalt Free
3. Barrier tie coat
4. Marine Grade/100% NPG-ISO Cobalt Free high;build topcoat - U.V.
stabilized.
• Inspect entire fiberglass surface for protrusions and remove.
• Apply resinous sealant to niched areas and around light.
• Reinstate lanes and targets.
Price for pool: $31,961.00 - Cobalt Free Resin (price available for cobaltic resin
application) Days to complete:- T days

RESOLUTION NO. 2001-95
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
EMERGENCY REPAIR OF ENZE POOL, AND FURTHER
APPROPRIATING FUNDS FOR THE PROJECT

WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes dispensing with bids
for purchases of supplies, services or equipment when it is in the best interest of the City to
do so; and
WHEREAS, in May/June of 1996, Enze Pool received a new hand -laid fiberglass
coating; and
WHEREAS, in 2000, a water return line broke in the bottom of the pool causing the
fiberglass to blister and delaminate from the plaster pool shell; and
WHEREAS, staff has sanded and patched small areas as recommended by the
Health Department in order to operate the daily pool use; and
WHEREAS, in order to open Enze Pool for the Summer 2001 swim season, the
fiberglass needs to be replaced; and
WHEREAS, staff has contacted four pool service vendors, and only one vendor,
Applied Fiberglass Systems, of Rancho Cordova, California, provides this type of hand -laid
fiberglass; and
WHEREAS, staff therefore recommends authorizing that this work be performed by
Applied Fiberglass Systems in the amount of $31,961.00.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
authorizes the emergency repair of Enze Pool to Applied Fiberglass Systems, of Rancho
Cordova, in the amount of $31,961.00; and
BE IT FURTHER RESOLVED, that funds in the amount of $33,000.00 be
appropriated for this project.
