A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE AMENDMENT NO. 3 TO THE PROFESSIONAL
SERVICES AGREEMENT WITH INNER CITY ACTION, INC., FOR THE
OPERATIONS OF THE TEMPORARY EMERGENCY SHELTER TO EXTEND
SERVICES FOR ONE YEAR WITH AN OPTION TO EXTEND SIX MONTHS AND
EXECUTE AMENDMENT NO. 2 TO THE PROFESSIONAL SERVICES AGREEMENT
WITH THE SALVATION ARMY FOR FOOD AND LAUNDRY SERVICES TO EXTEND
SERVICES FOR ONE YEAR WITH AN OPTION TO EXTEND SIX MONTHS
WHEREAS, City Council approved 710 North Sacramento Street as the location for the
Access Center on October 6, 2021 per Resolution No. 2021-273. The City is developing a
permanent Access Center Emergency Shelter, which will take approximately 18 months to
develop; and
WHEREAS, there is an immediate need to begin assisting the unsheltered in Lodi by the
development of a temporary emergency shelter. The City sought out an operator for the
Temporary Emergency Shelter that can meet the needs of individuals experiencing
homelessness that are seeking shelter and wraparound services; and
WHEREAS, City Council approved Inner City Action, Inc., to operate the Temporary
Emergency Shelter and provide shelter and additional wraparound services for the residents
and The Salvation Army to provide food and laundry services on April 20, 2022. The permanent
Access Center is still in development and temporary operations need to be extended in the
interim to ensure continuity of services; and
WHEREAS, Permanent Local Housing Allocation and Homeless, Housing Assistance,
and Prevention Grant funds will be utilized to support this contract with no General Fund impact.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to execute Amendment No. 3 to the Professional Services
Agreement with Inner City Action, Inc., for the operations of the Temporary Emergency Shelter
to extend services for one year with an option to extend six months in an amount not to exceed
$1,145,000 annually and execute Amendment No. 2 to the Professional Services Agreement
with The Salvation Army for food and laundry services to extend services for one year with
option to extend six months in an amount not to exceed $160,000 annually; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
