A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT
WITH CROSSROADS SOFTWARE, INC., OF BREA, FOR A CITATION
WRITING SYSTEM, RMS INTERFACE, AND CALIFORNIA HIGHWAY PATROL
STATEWIDE INTEGRATED TRAFFIC RECORDS SYSTEM UPLOAD SYSTEM
AND THE CORRESPONDING PURCHASE OF HANDHELD CITATION
PRINTERS FROM BARCODES, INC., OF CHICAGO, ILLINOIS
WHEREAS, California Highway Patrol (CHP) 180 forms are used when officers tow a
✓ehicle, track and report a stolen vehicle, and for abandoned vehicle abatement. The Lodi Police
Department (LPD) completes around 900 forms a year; and
WHEREAS, the increase in field citations and the volume of CHP 180 forms have placed
.ime-consuming administrative tasks on officers and have significantly increased the workload for
.he Police Records unit; and
WHEREAS, the Crossroads citation writing system allows officers to scan drivers' licenses
and vehicle registration to automatically upload and import the offenders' data into a cellular
phone -based application where the data is formatted in the application to complete the citation;
and
WHEREAS, in order to utilize the e -citation software and electronic forms, LPD will need
to purchase handheld citation printers directly linking to the application platform and give citizens
hard copies of the citations at the time of the traffic stop; and
WHEREAS, the authorization of this contract will streamline the City's officers' and Record
Clerks' citation and tow forms process to ensure the Department is boosting productivity while
minimizing redundancy and errors in data entry.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to execute a five-year Professional Services Agreement with Crossroads
Software, Inc., of Brea, California, and approve the corresponding purchase from Barcodes, Inc.,
of Chicago, Illinois, in an amount not to exceed $110,000; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation or
term, and to make clerical corrections as necessary.
