A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE ALL AGREEMENTS NECESSARY TO
COMPLETE THE 22 SOUTH MAIN STREET TRANSITIONAL AND
SUPPORTIVE HOUSING PROJECT IN A FORM ACCEPTABLE BY THE
CITY ATTORNEY AND WAIVE THE FORMAL BID PROCESS FOR ALL
AGREEMENTS ASSOCIATED WITH THIS HEALTH PLAN OF SAN JOAQUIN
(HPSJ) GRANT -FUNDED PROJECT
WHEREAS, on November 4, 2020, the City Council adopted the San Joaquin
Community Response to Homelessness — 2020 San Joaquin Strategic Plan (Strategic Plan);
and
WHEREAS, in accordance with the American Rescue Plan Act (ARPA) of 2021,
Department of Health Care Services (DHCS) developed a Medi -Cal Home and Community -
Based Services (HCBS) Spending Plan detailing a series of initiatives to enhance, expand and
strengthen HCBS in California. The Housing and Homelessness Incentive Program (HHIP) is
one of the HCBS Transition Initiatives and is intended to support the delivery and coordination
of health and housing services for Medi -Cal members statewide. HHIP is intended to bolster
housing and homelessness -focused efforts and investments at local levels, with the aim of
building or expanding capacity and partnerships to connect Medi -Cal members to needed
housing services and achieving progress in reducing and preventing homelessness; and
WHEREAS, as part of efforts to meet HHIP program priorities and measures, Health
Plan of San Joaquin (HPSJ) will partner with local organizations which deliver housing or
supportive services to Medi -Cal members who are homeless or at risk of homelessness; and
WHEREAS, the City of Lodi submitted a proposal for acquisition and renovation of a
hotel at 22 South Main Street for development of a transitional and supportive housing project
to HPSJ; and
WHEREAS, the HPSJ Board awarded $3,000,000 on April 26, 2023 towards the project
submitted; and
WHEREAS, the Lodi City Council accepted and appropriated the grant funds on
June 7, 2023 and authorized the acquisition of the property on June 21, 2023; and
WHEREAS, the project needs to be completed by the end of calendar year 2023 and
there will be a need to execute agreements expeditiously to complete the project on time; and
WHEREAS, staff will maintain fiscal responsibility and due diligence and request
multiple estimates on goods and services when applicable and any agreements executed within
this requested authority will be brought to a future City Council meeting for review and
ratification to ensure transparency of the overall project and grant funds.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
determine that due to the expedited project completion deadlines related to grant funding
obligations, it is in the best interests of the City to waive the formal bidding procedures required
under Lodi Municipal Code Section 3.20.070; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute all agreements necessary to complete the 22 South Main Street
Transitional and Supportive Housing Project in a form acceptable by the City Attorney in a
collective amount not to exceed $550,000 for all agreements associated with this Health Plan of
San Joaquin (HPSJ) grant -funded project; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
