HomeMy WebLinkAboutResolutions - No. 2023-174RESOLUTION NO. 2023-174 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH THE HOUSING AUTHORITY OF THE COUNTY OF SAN JOAQUIN AND A DISPOSITION AND DEVELOPMENT AGREEMENT WITH DELTA COMMUNITY DEVELOPERS CORP., A HOUSING AUTHORITY NONPROFIT AFFILIATE, AND ANY OTHER ASSOCIATED DOCUMENTS IN A FORM ACCEPTABLE TO THE CITY ATTORNEY TO TRANSFER TITLE OF CITY ASSET TO DEVELOP 108 UNITS OF SENIOR AFFORDABLE HOUSING ADJACENT TO SALAS PARK AT THE CENTURY BOULEVARD RIGHT-OF-WAY WHEREAS, on November 4, 2020, the City Council adopted the San Joaquin Community Response to Homelessness — 2020 San Joaquin Strategic Plan (Strategic Plan); and WHEREAS, City Council adopted the Strategic vision on May 17, 2023, which includes ensuring every socio-economic demographic and family structure can secure quality housing within the community; and WHEREAS, the Housing Authority of the County of San Joaquin (HACSJ) would like to utilize the City asset adjacent to Salas Park at the Century Boulevard right-of-way (Site) to develop 108 units of Senior affordable housing; and WHEREAS, an equity stake is needed by the City of Lodi to ensure financial feasibility of the project; and WHEREAS, staff requested an appraisal of the Site and received a value of $500,000; and WHEREAS, if the City transfers title of the Site to HACSJ, the Site will be recognized by funding agencies as a City financial contribution or equity stake to the Development and reduces the housing development cost; and WHEREAS, staff recommends City Council authorize the City Manager to enter into a Memorandum of Understanding and Disposition and Development Agreement in a form acceptable to the City Attorney to transfer title of City asset to the Housing Authority of the County of San Joaquin to develop 108 units of senior affordable housing adjacent to Salas Park at the Century Boulevard right-of-way. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to enter into a Memorandum of Understanding with the Housing Authority of the County of San Joaquin and a Disposition and Development Agreement with Delta Community Developers Corp., a Housing Authority nonprofit affiliate, and any other associated documents in a form acceptable to the City Attorney to transfer title of City asset to develop 108 units of senior affordable housing adjacent to Salas Park at the Century Boulevard right-of-way; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
