HomeMy WebLinkAboutResolutions - No. 2023-167RESOLUTION NO. 2023-167 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH ICF CONSULTING, LLC, OF SACRAMENTO, FOR ELECTRIC VEHICLE CHARGING INFRASTRUCTURE MASTER PLAN SERVICES WHEREAS, in May 2023, the City Council adopted the City of Lodi Fleet Electrification Master Plan prepared by ICF Consulting, LLC (ICF); and WHEREAS, the primary purpose of that plan was to identify a strategy for the purchase and replacement of medium- and heavy-duty vehicles within the City's fleet to comply with the State's Advanced Clean Fleet Regulation, as well as identify the necessary infrastructure and costs to support said vehicles; and WHEREAS, bolstered by a suite of federal and state policies, regulations, and incentives, electric vehicle (EV) adoption is poised for significant growth in California, and Lodi Electric Utility is proposing to once again contract with ICF to help launch a significant planning and feasibility effort to develop a comprehensive Citywide public EV Charging Infrastructure Plan; and WHEREAS, ICF will complete a number of tasks as part of these efforts, including an assessment of existing conditions, feasibility and siting analysis, public outreach and evaluation of business models associated with the deployment of EV charging infrastructure; and WHEREAS, per Lodi Municipal Code, Section 3.20.075, engineering services are exempt from bidding requirements and shall be awarded on the basis of professional qualifications and experience, quality of service, past performance and negotiated prices; and WHEREAS, ICF has helped numerous government agencies understand projected EV adoption and identify sites and prioritize investments in charging infrastructure, and ICF's California-based staff also bring a deep understanding of the policy and industry context relevant to EV infrastructure planning as was evidenced with completion of the City of Lodi Fleet Electrification Master Plan. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a Professional Services Agreement with ICF Consulting, LLC, of Sacramento, California, for Electric Vehicle Charging Infrastructure Master Plan services, in an amount not to exceed $233,000; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the Interim City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
