AGENDA TITLE: Adopt resolution 1) approving specifications, 2) authorizing periodic
advertisement for bids, and 3) authorizing staff to award the purchases
of power utility duct and fittings as needed during 2001 for the Electric
Utility Department (estimated $82,000) (EUD)

RECOMMENDED ACTION: That the City Council approve the specifications, and authorize the
periodic advertisement for bids during 2001 for power utility duct and
fittings as listed below. It is further recommended that the City Council authorize staff to award the purchases
respectively to the lowest responsible bidder of each bid upon bid opening and evaluation.
BACKGROUND INFORMATION: The Engineering Division of the Electric Utility Department is preparing
work orders for installation of electrical service in several new resi-
dential subdivisions. Items and quantities expected to be required for those work orders are as follows:

2" PVC Schedule 40 Longline Coupling 800 each
2" PVC Schedule 40 22.5 -degree Elbow, 36" Radius 230 each

The subdivisions planned for service installation are Century Meadows #1 Unit 2, Century Meadows #4 Unit 2,
Tienda Place Units A & B, the Parisis subdivision in Grid 58, and the Beck/Perlegos subdivision in Grid 58.
Because of uncertainties in the economic outlook for California and the region, fluctuations in lead-times for
plastic pipe, and plan changes by the developers to react to changes in market conditions, this approach to
product procurement makes the most sense. Periodic bids under this authorization provide greatest flexibility
for delivery options (supplier storage awaiting release, timed deliveries, job -site drops) without committing to
the entire amounts projected in the work orders.

SECTION I - POWER UTILITY DUCT
General:
This specification is for power and communication duct for use in the City of Lodi's
12.0-kv underground distribution system.
Specific Specifications:
Polyvinyl chloride (PVC), direct -buried duct, DB -120.
Lengths, overall, including integral coupling: 20 ft., +1 -0 inch.
Standards:
The duct shall meet the requirements of the latest editions of applicable NEMA TC -6,
NEMA TC -8 and ASTM F-512.
Shipping:
As required to ensure product integrity and quality upon delivery
Markings:
All required markings shall be legible and so applied as to remain legible under normal
handling and installation practices.
Duct shall be marked with the following:
1. Manufacturer's name or trademark
2. Nominal size
3. Material: (PVC)
4. NEMA (TC -8) and ASTM F-512
5. Type: (DB -120)
6. Any additional marking deemed necessary by the manufacturer.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
SPECIFICATIONS, AUTHORIZING PERIODIC ADVERTISEMENT
FOR BIDS, AND AUTHORIZING THE PURCHASE OF POWER
UTILITY DUCT AND FITTINGS AS NEEDED FOR RESIDENTIAL
SUBDIVISION INSTALLATION DURING 2001
WHEREAS, the Electric Utility Department's Engineering Division is preparing

the purchase of Power Utility Duct and Fittings as needed during 2001 for the Electric
Utility Department.
