A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO WAIVE THE BID PROCESS AND EXECUTE
AMENDMENT NO. 1 TO THE PROFESSIONAL SERVICES AGREEMENT
WITH LODI MEMORIAL HOSPITAL ASSOCIATION, INC.,
DBA ADVENTIST HEALTH LODI MEMORIAL
WHEREAS, the Lodi Fire Department entered into a Professional Services Agreement with
Adventist Health Lodi Memorial Occupational Health for annual physicals; and
WHEREAS, according to the International Association of Firefighters (IAFF), occupational
cancer is one of the leading causes of death for U.S. firefighters, and accounted for 74% of in-
line duty deaths in 2022; and
WHEREAS, staff recommends amending the Professional Services Agreement to include
the following screenings: carcino-embryonic antigen (CEA), carbohydrate (cancer) antigen 19-9,
alpha-fetoprotein (AFP), lipase and amylase tests, TSH, abdominal ultrasounds, aortic aneurism
ultrasounds, and cardiac screening; and
WHEREAS, funding for these additional screenings will add a cost of $45,400 over the
course of the next four and a half years, approximately $10,100 each year, and will be included
in each fiscal year's operating budget; and
WHEREAS, consistent with Lodi Municipal Code 3.20.070, staff recommends authorizing
the City Manager to waive the bid process and execute the amendment for Adventist Health Lodi
Memorial to provide the additional screening/testing as part of the Fire Department's annual
physicals.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to waive the bidding requirements and execute Amendment No. 1 to the
Professional Services Agreement with Lodi Memorial Hospital Association, Inc., doing business
as Adventist Health Lodi Memorial, extending the term to December 31, 2027, and amending the
scope of service to include cancer screening, in an amount not to exceed $45,400, for a total
amount not to exceed $130,400; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
