HomeMy WebLinkAboutResolutions - No. 2023-134RESOLUTION NO. 2023-134 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO A PURCHASE AGREEMENT AND SUCH OTHER DOCUMENTS, INCLUDING LETTER OF INTENT AND ESCROW INSTRUCTIONS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY TO COMPLETE THE PURCHASE OF REAL PROPERTY FROM SURESHBHAI M. PATEL AND VINABEN S. PATEL, PROPERTY OWNERS OF 22 SOUTH MAIN STREET, LODI (APN 043-072-090) AND PAY ASSOCIATED CLOSING COSTS TO DEVELOP A TRANSITIONAL AND SUPPORTIVE HOUSING PROJECT WHEREAS, on November 4, 2020, the City Council adopted the San Joaquin Community Response to Homelessness — 2020 San Joaquin Strategic Plan (Strategic Plan); and WHEREAS, in accordance with the American Rescue Plan Act (ARPA) of 2021, Department of Health Care Services (DHCS) developed a Medi -Cal Home and Community - Based Services (HCBS) Spending Plan detailing a series of initiatives to enhance, expand and strengthen HCBS in California. The Housing and Homelessness Incentive Program (HHIP) is one of the HCBS Transition Initiatives and is intended to support the delivery and coordination of health and housing services for Medi -Cal members statewide. HHIP is intended to bolster housing and homelessness -focused efforts and investments at local levels, with the aim of building or expanding capacity and partnerships to connect Medi -Cal members to needed housing services and achieving progress in reducing and preventing homelessness; and WHEREAS, DHCS established required submissions and deliverables for managed care plans in participating counties to identify current state, priorities, investments, and monitor progress for HHIP. DHCS will be distributing incentives for plans to oversee and administer payment for HHIP project(s); and WHEREAS, as part of efforts to meet HHIP program priorities and measures, Health Plan of San Joaquin (HPSJ) will partner with local organizations which deliver housing or supportive services to Medi -Cal members who are homeless or at risk of homelessness; and WHEREAS, the City of Lodi submitted a proposal to HPSJ for acquisition of a hotel at 22 South Main Street for development of a transitional and supportive housing project; and WHEREAS, on April 26, 2023, HPSJ Board awarded $3,000,000 towards the project submitted; and WHEREAS, Council accepted and appropriated the grant funds on June 7, 2023; and WHEREAS, an appraisal was conducted on 22 South Main Street and determined a property valuation of $2,000,000. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to enter into a purchase agreement and such other documents, including letter of intent and escrow instructions, in a form acceptable to the City Attorney to complete the purchase of real property from Sureshbhai M. Patel and Vinaben S. Patel, property owners of 22 South Main Street, Lodi, California, (APN 043-072-090) and pay associated closing costs to develop a transitional and supportive housing project in an amount not to exceed $2,300,000; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
