Comments by the Public on Non -Ag ne da Items THE TIME ALLOWED PER NON -AGENDA ITEM FOR COMMENTS MADE BY THE PUBLIC IS LIMITED TO FIVE MINUTES. Mrs. Corlonda Hayes -Byrd Ill, a member of the public, spoke regarding safety in her neighborhood, promoting community involvement, unfair treatment received at Lodi Memorial Hospital, and racism within Lodi. Travis Castle, a member of the public, provided a handout to Council (filed), and spoke regarding homelessness and his plan to improve the homelessness crisis. E. Comments by the City Council Members on Non -Agenda Items Council Member Bregman spoke regarding shopping carts around town adding to the trash problem and the need to clean up near the freeways and railroad. In response, City Manager Schwabauer stated that he has asked Code Enforcement to begin acting on an ordinance previously passed by Council that requires the owners to gather shopping carts that have been removed from their property. He stated that he will report back in three month regarding the success of bringing this into focus by Code Enforcement. In response to Council Member Bregman's concerns regarding trash near the railroad, City Manager Schwabauer stated the City has posted the bridge on the unused railroad tracks and the Fire Marshal has reported that the garbage was cleaned up by Kathryn Siddle and Lodi's Committee on Homelessness. There are still safety issues which Public Works Director Charlie Swimley is addressing with the railroad. The Path to Redemption Dear City of Lodi, I'm writing to propose a plan to improve the city's homelessness crisis. The Path to Redemption will create funding to provide solutions to combat homelessness. This is designed to be self-funded with no tax payer money This of the proposal is to create special advertisements that can be placed on and around sidewalks, walk ways, benches, fences, back of city signs, driveway address numbers, flag pole banners, existing murals, tiny homes and other surfaces. To ensure that these advertisements are visually appealing and to decrease the visual impact, these advertisements can be strategically integrated into the media that they are placed in. Revenue generated by local and national businesses will help empower the city increase its ability to combat the challenges of homelessness in a self-sufficient manor. These funds would be earmarked for homeless projects such as housing solutions, rental assistance, building affordable housing units, providing mental health counseling, job training and other supportive services. The city could work with local non-profit organizations to administer the funds and provide the services. Transportation can be provided to those who need services that the city can not offer. Services that can not be offered by the city of Lodi can be supported and reenforced by funds collected though this plan. In order to ensure that the funds are used effectively, an independent oversight committee could be formed to monitor the use of the funds and provide regular reports to the public. The committee would be made up of experts in the fields of housing and social services, as well as community members. Pros- Decreased crime, litter/pollution, property damage, theft, overdoses, use of emergency services and unemployment. Mitigation- Advertise in certain areas, integrate ads into media in natural ways such as murals, pathways with historical figures and facts for education and stickers that can be placed on businesses to show support for the project. Overall, this proposal aims to address important issues facing the city of Lodi the need for improved services and housing solutions for the homeless population. By creating a dedicated funding source for addressing homelessness, we can work towards creating a better and more equitable city for all residents. Thank you for your consideration.
