BACKGROUND INFORMATION: The City was asked by the San Joaquin Regional Rail Commission (SJRRC) to provide a letter of support for the 2023 Carbon Reduction Program/ Congestion Mitigation and Air Quality Program grant application to San Joaquin Council of Governments for the new Valley Rail Altamont Corridor Express (ACE) service. SJRRC is requesting $11 million to support the first five years of operations for three new ACE round trips. Valley Rail is a transformational program by SJRRC and San Joaquin Joint Powers Authority (SJJPA) to expand commuter and intercity rail services between the San Joaquin Valley, the Bay Area, and Sacramento. Beginning in 2026, one new round trip service will begin from the Ceres Station to Diridon Station in San Jose. Two additional round trips will be added in 2027 from the Ceres Station to the Natomas/Airport Station in Sacramento. With opening of the expansion to Turlock in 2029, the three new round trips will be extended from the Ceres Station to Turlock Station. The expansion in service will provide significant benefits to San Joaquin County and the region. The new service will increase ridership by an average of 1.2 million users per year. This removes a significant number of vehicles from the Interstate 5 and State Route 99, resulting in reduction of 63.8 million vehicle miles traveled. The service also reduces 97,567 pounds of emissions per year from 2026 to 2030. This will provide public health benefits to underserved community residents throughout the San Joaquin Valley Air Basin. Letters were needed immediately, and due to this urgency, Mayor Pro Tempore Craig signed the letter of support on Thursday, May 25. A copy of the letter is attached to this report. Magdich City Attorney RE: Letter of Support — 2023 Carbon Reduction Program/Congestion Mitigation and Air Quality Program Application Dear Mr. Niblock: The City of Lodi is pleased to support the San Joaquin Regional Rail Commission (SJRRC) 2023 Carbon Reduction Program (CRP)/Congestion Mitigation and Air Quality (CMAQ) Program grant application to San Joaquin Council of Governments (SJ COG) for the new Valley Rail Altamont Corridor Express (ACE) service. SJRRC is requesting $11 million to support the first five years of operations for three new ACE round trips. This CMAQ funding is critical since new annual federal formula funding to help support expanded ACE service does not start until three years after the new service is initiated. Valley Rail is a transformational program by SJRRC and San Joaquin Joint Powers Authority (SJJPA) to expand commuter and intercity rail services between the San Joaquin Valley, the Bay Area, and Sacramento. The City of Lodi supports the application for operations for the Valley Rail service. The program will provide significant air quality, transportation affordability, rail transit opportunities, and jobs and housing access for residents in San Joaquin County and beyond.
