RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for bids for
Wastewater Main Rehabilitation Program (Project No. 10) and adopt
resolution authorizing City Manager to award Contract to lowest responsive
bidder in an amount not -to -exceed $1,100,000, and to execute change orders in an amount not -to -exceed
$110,000, and appropriate funds in the amount of $1,210,000.
BACKGROUND INFORMATION: The Wastewater Main Rehabilitation Program is intended to systematically
replace and repair existing wastewater infrastructure that has reached its
useful life. This is the tenth project scheduled in this program.
Project No. 9 was accepted by City Council on May 17, 2023. As part of that project, staff requested a change
order to lightly clean and assess additional sections of wastewater line in this location, which have been an
ongoing maintenance concern. These sections included approximately 1500 feet of 14" wastewater line north of
Vine Street from Sacramento Street to Hutchins Street; approximately 140 feet of 14" wastewater main west of
Ham Lane from the south side of Lodi Middle School to Park Street; and approximately 1200 feet of 24"
wastewater main west of Ham Lane from the south side of Lodi Middle School to the Municipal Service Center's
corp yard. See attached Exhibit A.
Video reports confirmed that these pipes have seriously deteriorated, and are in immediate need of repair shown
in attached Exhibit B. Repair will include replacement of a portion of wastewater line downstream of the Adventist
Health Lodi Memorial Hospital. As with previous phases of the project, staff is again recommending the use of
trenchless methods of rehabilitation to minimize both surface disruption and costs.
The plans and specifications are on file in the Public Works Department. The planned bid opening date is July
12, 2023. The project estimate is $1,000,000.
Staff recommends approving plans and specifications and authorize advertisement for bids for Wastewater Main
Rehabilitation Program (Project No. 10) and adopt resolution authorizing City Manager to award Contract to
lowest responsive bidder in an amount not -to -exceed $1,100,000, and to execute change orders in an amount
not -to -exceed $110,000, and appropriating funds in the amount of $1,210,000.

FISCAL IMPACT: Completing this project will reduce future maintenance costs and increase the
performance and reliability of the wastewater system. This project will not impact
the General Fund.

RESOLUTION NO. 2023-101
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO AWARD A CONTRACT TO THE LOWEST RESPONSIVE
BIDDER FOR WASTEWATER MAIN REHABILITATION PROGRAM (PROJECT
NO. 10) AND TO EXECUTE CHANGE ORDERS; AND FURTHER
APPROPRIATING FUNDS

WHEREAS, the Wastewater Main Rehabilitation Program is intended to systematically

WHEREAS, during Project No. 9, sections of wastewater line were identified as being

WHEREAS, staff also recommends authorizing the City Manager to execute change
orders in an amount not to exceed $110,000; and
WHEREAS, staff further recommends appropriating funds in the amount of $1,210,000
to the Wastewater Capital Fund (53199000.77020).
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to award a contract for Wastewater Main Rehabilitation Program
(Project No. 10) to the lowest responsive bidder in an amount not to exceed $1,100,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute change orders in an amount not to exceed $110,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize
appropriating funds in the amount of $1,210,000 as set forth above; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
