An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, April 4,
2023, commencing at 7:00 a.m.
Present: Council Member Bregman, Council Member Ye ez Mayor Pro Tempore Craig, and Mayor Hothi
Absent: Council Member Nakanishi
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Nashed
B. Topics
B-1 Receive Presentation on Status of City of Lodi Public SafetyTraining Facili y Project and Council
Direction on Partnering with San Joaquin Delta College (PD)
Police Chief Sierra Brucia provided a brief introduction of the topic and introduced members of the San
Joaquin Delta College staff who were present - Dr. Kale Brayden, Vice President of Instruction and Planning,
Deputy Chief Tammie Murrell, who serves as the Director of Public Service Programs, and Augustine Chavez,
Vice President of Fiscal Services.
Lt. Kevin Kent of the Lodi Police Department provided a PowerPoint presentation regarding the future Lodi
shooting range and training facility. Specific topics of discussion included location maps, current status,
needs, detailed drawings of planned facility, three phases of project, photo of entrance, specifications of
modular training facility, security cameras, lighting, cost estimate of phases, amount already expended, and
total estimated costs.
Deputy Chief Murrell provided a presentation regarding Delta College interest in the project. Specific topics
of discussion included Delta College being a designated public safety training facility, having a approved
Emergency Vehicle Operator Course (EVOC) but having no local facilities for the program, use of facilities in
Crow's Landing and Stockton for elements of their training program, the ability to operate the proposed facility
every day due to the demand of law enforcement agencies in the area, and the potential for Delta to operFte
a lineman training program at the facility.
Discussion ensued with Mayor Pro Tempore Craig, Police Chief Brucia, and Deputy Chief Murrell regarding
operating costs, partnership with Delta College, security for the site, the potential for savings by not having to
use the current training arrangements, potential for the Public Works Department to provide some of the work
to prepare the EVOC facility, instructors at the proposed facility, priority of use of the facility and access to
Delta College instructors, funding reimbursement for State -mandated skills training, other agencies' interest in
using the facility, and lineman training.
Discussion ensued with Council Member Bregman, Vice President Brayden, and Vice President Chavez
regarding the project phasing, Delta College's utilization, funding, State funding streams, and sale of Delta
College property with proceeds earmarked for the project.
Discussion ensued with Mayor Hothi and City Manager Schwabauer regarding costs, City funding, and the
hydrogen project at White Slough.
Discussion ensued with Mayor Pro Tempore Craig and City Manager Schwabauer regarding a joint
operations agreement to include such things as use priority, cost sharing, staffing, and management.
Police Chief Brucia gave a closing statement regarding the importance of the project, the length of time
devoted to the project, and the increase in cost the longer the project is put off.
City Manager Schwabauer noted that the better training afforded by the facility would benefit the officers,
which in turn benefits the public.
Mayor Pro Tempore Craig stated that the facility would be generating revenue and providing better training for
the entire region.
Council Member Bregman noted that having the facility might help with getting more application for the Po ice
Department.

No action was taken by the City Council. The meeting was adjourned at 7:36 a.m.
