Approving the 2023-24 Annual Action Plan.

RECOMMENDED ACTIONS Set public hearing for May 3, 2023, to consider adopting a
resolution approving the draft 2023-24 Annual Action Plan.
BACKGROUND INFORMATION: The Community Development Block Grant (CDBG) program is
funded by the U.S. Department of Housing and Urban
Development (HUD), The program provides funding for
activities that benefit low-income persons, eliminate slum or blight, and/or serve an urgent need.
Eligible activities include property acquisition, public improvements, housing rehabilitation, economic
development, and public services.
The Annual Action Plan presents a detailed description of each activity proposed, funding, and goals
served for the period of July 1, 2023 to June 30, 2024. This will be the final program year of the 2019-
23 Consolidated Plan cycle.
Funding Allocation
The City is estimating that it will receive approximately $600,000 in CDBG funds for the 2023-24
program year. The City Council has a policy of allocating 40 percent of the annual CDBG award (net
of administrative costs) to community-based organizations (CBOs) for non-public services, with the
remainder going to City projects. There is a 15 percent public service cap on the overall annual
allocation. Any unexpended program funds from prior year(s) will rollover into the new program year
and be allocated to capital projects.
The Draft 2023-24 Annual Action Plan is available for public review and comment for 30 -days and
began on April 1, 2023 and will continue through May 1, 2023, and will be brought to Council for
approval on May 3, 2023. The Annual Action Plan will need to be submitted to HUD no later than
May 15, 2023, in order to receive funding on July 1, 2023.
