HomeMy WebLinkAboutResolutions - No. 2023-110RESOLUTION NO. 2023-110 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A ONE-YEAR PROFESSIONAL SERVICES AGREEMENT, WITH AN OPTION TO RENEW AND EXTEND FOR ONE YEAR, WITH INTERWEST CONSULTING GROUP, INC., A COLORADO CORPORATION, FOR CONTRACT PLANNING SERVICES WHEREAS, the Community Development Department, Planning Division has funds budgeted for professional services; and WHEREAS, the City entered into a Professional Services Agreement with Interwest Consulting Group, Inc., on October 16, 2019 (Resolution No. 2019-203), with Amendment No. 1 approved on August 9, 2021 (Resolution No. 2021-201), Amendment No. 2 approved on July 14, 2022 (Resolution No. 2022-154), and Amendment No. 3 approved on May 17, 2023 (Resolution No. 2023-92); and WHEREAS, with a population of 67,000 and one permanent Planner, additional contract planning services are needed to provide adequate customer service levels, continue implementation of the General Plan, update zoning and land use policies, and carry out Council priorities; and WHEREAS, the City initially negotiated a contract with Interwest Consulting Group, Inc., following solicitation of competitive bid proposals in accordance with Lodi Municipal Code Section 3.20.070, and it is in the best interest of the City justify an exception to the competitive bidding process because the subject agreement is for on-going, recurring services, with continuity of contract staff; and WHEREAS, staff recommends that the City Council authorize the City Manager to execute a one-year Professional Services Agreement, with an option to renew and extend for one year, with Interwest Consulting Group, Inc., which will be effective July 1, 2023 and will supersede any time or financial obligation that would have been covered by the interim contract. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a one-year Professional Services Agreement, with an option to renew and extend for one year, with Interwest Consulting Group, Inc., a Colorado Corporation, of Roseville, California, in the amount of $180,000; and BE IT FURTHER RESOLVED pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
