HomeMy WebLinkAboutMinutes - April 4, 2023 SSFUTURE LODI SHOOTING RANGE & TRAINING FACILITY Project location Current status: The Lodi Police Department currently utilizes a gun range located in the basement of the old Police Department building that is under repair. Officer practice and Quarterly handgun qualifications Monthly SWAT qualifications Classes and Demonstrations (Citizen’s Academy / Leadership Lodi) Need: We are unable to meet our rifle qualifications due to size of current range. Current Cost Reduced by Outdoor Range: Rental costs to utilize a range meeting qualification requirements (cost $300 –500 per session) Staff overtime and peripheral costs to travel to other facilities if they are available Galt (50 mins round trip) Linden (1 hour round trip) Stockton PD (1 hour round trip) Fairfield (1.5 hours round trip) An outdoor range could potentially generate revenue for rental to other agencies, schools, or public groups. Additionally, it will be a tool for not only recruitment, but also employee retention. Current status: The Lodi Police Department currently utilizes a variety of facilities and locations in order to accomplish required training and conduct operations. Rick Cromwell Community Room Hutchins Street Square / Grape Festival Grounds Bond Manufacturing / Tokay and Lodi High Need: Location to permanently house our Virtual Reality training simulator Location to safely detonate explosive devices A state of the art training facility can attract new employees and help retain our current employees. Current Cost Reduced by Outdoor Range: Liability of detonating explosive devices in areas not designed Staff overtime and peripheral costs to locate training facilities, transporting equipment to facilities, and set up/ take down time such as range equipment, VR simulator, defensive tactics mats and pads. Training facility rooms could potentially generate revenue for rental to other agencies, schools, or public groups. Current status: We currently utilize an EVOC (Emergency Vehicle Operation Course) in Alameda County at the Sheriff’s Department training center. Officers are required to complete this training every two years Need: There are no EVOC training centers in our immediate area. Current Cost Reduced by EVOC: Qualification course requirements (cost $1,000 –1,500 per officer per session) Staff overtime and peripheral costs to travel to other facilities if they are available Alameda County Sheriff’s Dept. EVOC (2.5 hours round trip) Mather AF Base (1.5 hours round trip) Crows Landing (2 hours round trip) EVOC could potentially generate revenue for rental or leasing to other agencies, schools, or public groups. A partnership with San Joaquin Delta College for this project would be beneficial to continue to attract new employees. Many of our officers have graduated from their academy. A partnership would also help us to stay up to date on current best practices, training techniques, and technological advances to provide the best law enforcement services possible. There are numerous agencies in our area that have shown interest in specifically utilizing our EVOC and this could generate revenue for our City and San Joaquin Delta College.
