BACKGROUND INFORMATION: On April 15, 2020, Council authorized City Manager to execute a Professional Services Agreement with Carollo Engineers, Inc. to provide assistance with the procurement and installation of a new sludge dewatering press and digester mixing system improvements at White Slough Water Pollution Control Facility (WSWPCF), in the amount of $162,500. On January 18, 2023, Council awarded the contract for Solids Handling Facility Improvements at White Slough Water Pollution Control Facility to Garvey Pacific Inc., of Tracey, in the amount of $2,424,725. At the time of Council authorization to award the project, the total estimated project cost was $3,311,547, which included the awarded contracts, engineering staff costs, and contingencies. Funds for this project were already appropriated in the Fiscal Year 2021/22 budget, in the amount of $1,411,547; however, appropriation language was inadvertently omitted to appropriate the additional funds needed for the entirety of the project. Staff recommends appropriating funds for Solids Handling Facility Improvements at White Slough Water Pollution Control Facility, in the amount of $1,900,000. FISCAL IMPACT: This additional appropriation is necessary to fund the project and represents total project costs. This appropriation does not impact the General Fund. To complete treatment, solids must be dewatered. Dewatering is the procedure in which the biosolids are mechanically squeezed to remove excess liquid. There are several types of processes that perform this function: belt presses, screw presses, centrifuges, and fan presses. White Slough utilizes rotary fan presses for dewatering solids and is in need of a more efficient process. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby appropriate funds for Solids Handling Facility Improvements at White Slough Water Pollution Control Facility in the amount of $1,900,000 to Wastewater Capital (53199000.77020); and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
