AGENDA TITLE: Rescind Resolution 2022-242 and Adopt Resolution Authorizing Issuance of Procurement
Cards to Specified Positions

RECOMMENDED ACTION: Rescind resolution 2022-242 and adopt resolution authorizing issuing
procurement cards to specified positions.
BACKGROUND INFORMATION- The City's procurement card program began on September 7, 2011 and
has been revised as needed. Council last adopted Resolution 2022-242
on October 5, 2022 with the positions authorized to hold procurement
cards. Since the previous revision, departments have expressed a need
to update the authorized position list.
Staff is recommending that procurements cards be issued to the Librarian and Senior Traffic Engineer. The list
also includes position title updates to Senior Electric Utility Business Analyst and deletion of Electric Utility
Business Analyst, Senior Police Administrative Clerk and deletion of Senior Administrative Clerk, and Fleet
Coordinator and deletion of both Parts Clerk and Service Writer.
The attached resolution lists the positions that are to be approved to hold procurement cards. Changes are
listed in boldface type. The City Manager is authorized to issue the cards to the incumbents and set the limits
of such cards in accordance with the parameters of the Lodi Municipal Code.
FISCAL IMPACT Staff efficiencies are expected as greater flexibility is granted in our purchasing
process. During calendar year 2022, existing cardholders completed over 2,800
transactions totaling more than $2.24 million for goods and services with
procurement cards. The City received $38,465 in rebates from the purchasing
card program.
FUNDING AVAILABLE: Expenses charged to procurement cards are included in departmental
appropriations.

RESOLUTION NO. 2023-67
A RESOLUTION OF THE LODI CITY COUNCIL RESCINDING
RESOLUTION NO. 2022-242 AND AUTHORIZING THE ISSUANCE OF
CAL -CARD PROCUREMENT CARDS TO SPECIFIED POSITIONS
WHEREAS, the City Council previously approved Resolution Nos. 2011-143, 2013-121,
2014-181, 2015-185, 2017-12, 2017-172, 2018-147, 2019-240, 2021-18, 2022-58, and 2022-242
relating to the issuance of Cal—Card procurement cards to specified positions; and
WHEREAS, Lodi Municipal Code Section 3.20.135 specifies that the Lodi City Council will
adopt a Resolution setting forth the positions that are authorized to hold procurement cards; and
WHEREAS, the City Manager is authorized to approve issuance of procurement cards to
incumbents in the positions noted in this Resolution with limits in accordance with the parameters
of the Lodi Municipal Code.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the following positions to be issued procurement cards with transaction and aggregate limits in
accordance with Lodi Municipal Code Section 3.20.
