BACKGROUND INFORMATION: On June 15, 2022 Council awarded the contract for Transit Station Buildings Exterior Repair Project located at 24 S. Sacramento Street to CMA Painting, Inc., in the amount of $161,680; and authorized the City Manager to execute Change Orders not -to -exceed $30,000. The Transit Station was restored and relocated to its current location in 2000. The project scope is intended to repair dry rot damage and repaint the building exterior. As work progressed, substantial dry rot damage was discovered in various areas of the building structure behind the exterior siding (Exhibit A). This level of damage was not anticipated by staff. After meeting with the Design Architects, Structural Engineer and City Building Department it was determined that the best course of action is to completely remove the exterior siding from the North and South Annex Buildings so the sheathing and structure behind it can be inspected and properly repaired as needed. The buildings will then be wrapped with building paper and new siding to meet current Building Codes. Change Order No. 1 ($24,703.02) was executed on December 22, 2022 to repair additional dry rot damaged area per Architectural Plans. If Change Order No. 2 is approved, the total project cost is $288,413. Due to the age of the building and the workmanship uncovered to date, staff anticipates there may be additional work required beyond the current known items. Staff is requesting City Manager authorization to execute additional Change Orders not -to -exceed $50,000 to expedite the completion of the project for a total not -to -exceed Change Order authority of $80,000. FISCAL IMPACT: This project will increase the building lifespan, reduce maintenance costs and Facilities staff time at the Transit Station. This work does not impact General Fund. RESOLUTION NO. 2023-63 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 2 AND FUTURE CHANGE ORDERS FOR THE TRANSIT STATION BUILDINGS EXTERIOR REPAIR PROJECT ------------------------------------------------------------------------ ------------------------------------------------------------------------ WHEREAS, on June 15, 2022 Council awarded the contract for the Transit Station Buildings Exterior Repair Project, located at 24 South Sacramento Street, to CMA Painting, Inc., in the amount of $161,680; and authorized the City Manager to execute change orders in an amount not to exceed $30,000; and WHEREAS, as work progressed, substantial dry rot damage was discovered in various areas of the building structure behind the exterior siding; and WHEREAS, due to the age of the building and the workmanship uncovered to date, staff anticipates there may be additional work required beyond the current known items; and WHEREAS, staff recommends authorizing the City Manager to execute Change Order No. 2, in the amount of $102,030, for the Transit Station Buildings Exterior Repair Project; and WHEREAS, staff further recommends authorizing the City Manager to execute future change orders in an amount not to exceed $50,000. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute Change Order No. 2 to the contract for the Transit Station Buildings Exterior Repair Project, in the amount of $102,030; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute future change orders in an amount not to exceed $50,000; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
