RECOMMENDED ACTION: That the City Council adopt resolution authorizing the City Manager to accept a
proposal for professional services to prepare and implement a groundwater
monitoring workplan at WSWPCF, and appropriate funds in the amount of
$84,800.
BACKGROUND INFORMATION: The City's wastewater discharge permit requires that a groundwater
evaluation be performed to evaluate the impacts of the current land
application practices and determine the adequacy of the existing monitoring
wells. Saracino-Kirby, Inc. was retained to perform this work. In their
October 2000 report, they concluded our current monitoring data is not sufficient to determine if any impacts have
occurred and that our existing monitoring program needs expanding to make this evaluation.
The attached proposal from Saracino-Kirby details a scope of work for preparation and implementation of a
groundwater monitoring workplan. The workplan will expand our current monitoring program to provide the additional
data needed to determine if any impacts have occurred, and also includes the installation of seven new monitoring
wells. Following completion of the workplan, two years of monitoring will be performed and the estimated impacts will
be determined.
The scope of work is divided between a proposal to complete the workplan, and additional services to purchase,
install, and monitor data loggers to record well information. The cost of the workplan is $60,400 and the additional
service is $24,400, for a total of $84,800.
FUNDING: The money for this project will be coming from the Wastewater Fund.

Re: Proposal for consulting services
Dear Richard,
The California Regional Water Quality Control Board (Regional Board) has reviewed the
City's White Slough Water Pollution Control Facility Groundwater Evaluation report,
dated October 2000. In their letter dated November 21, 2000, the Regional Board
requested that a groundwater monitoring workplan be prepared and submitted to them by
January 15, 2001. Saracino-Kirby worked with City staff and the workplan was
submitted on January 12, 2001. The Regional Board issued a letter dated January 24,
2001 approving the groundwater monitoring workplan. The Regional Board anticipates
that the City of Lodi will have the new monitoring wells installed by the end of April
2001,
Saracino-Kirby, Inc. is pleased to present this proposal to support the City of Lodi with
the preparation of the groundwater monitoring workplan and the implementation of the
recommendations included in the October 2000 Groundwater Evaluation report.
We propose the following work tasks (some of these tasks have been partially or fully
completed):
1. Prepare the Groundwater Monitoring Workplan.
2. Finalize, with City assistance, the locations for seven (7) new monitoring
wells at the approximate locations shown in Figure 23 of the Groundwater
Evaluation report and labeled P 1, P2, P3, P4, P6, P7, & P8. Monitoring well
P5 has been installed as part of the City's Percolation Study. An additional
monitoring well that has been installed as part of the City's Percolation Study
will also be used for long-term monitoring. This well is located west of P5
and just east of Interstate 5.

3. Research property ownership and obtain access agreements for wells that are
located on private property.
4. Apply for encroachment permits for wells that are on non -City -owned public
property.
Research the presence of existing utilities at the final well locations.
6. Install seven (7) new monitoring wells. Western Strata Exploration, Inc. (Westex)
will install the new monitoring wells.
7. Perform well logging and construction inspection during the installation of the
seven (7) new wells.
8. Determine the top elevations of the seven (7) existing wells, the two (2) wells
installed as part of the Percolation Study, and the seven (7) new monitoring wells
(total of 16) on a common datum (current San Joaquin County datum).
Baumbach & Piazza, Inc. will perform the level survey. Determine the
approximate horizontal well locations using a Global Positioning System (GPS)
unit. The accuracy of the GPS unit is 15 meters (+/-).
9. Develop a groundwater sampling and measuring protocol.
10. Develop a recording protocol for noting conditions of canals near monitoring
wells at time of sampling.
11. Develop a recording protocol for documenting the monthly summaries of
wastewater and biosolids application by area.
12. Prepare a draft report documenting work tasks 5 through 9. Provide five (5)
copies of the draft. Meet with City staff to discuss review comments. Prepare a
final report and provide ten (10) copies.
We anticipate that the City will perform the following tasks:
Assist with decisions regarding final locations for the seven (7) new monitoring
wells.
2. Provide access to the existing monitoring wells.
3. Assist with obtaining access agreements or encroachment permits for the wells
that are not located on City -owned property.

Our estimated fee to complete the above scope of work is $60,400. This fee is based on an
estimated number of staff hours to complete the listed work tasks. We would bill on a time
and materials basis in accordance with our attached fee schedule for the work accomplished.
We also have investigated the price of pressure transducer/dataloggers to measure and record
the water levels in the wells. Each datalogger can store 6,000 readings before downloading
is required. The dataloggers are programmable to record from one reading per second to one
reading per hour. Data sheets on the dataloggers are attached.
We would be pleased to provide the following additional services:
Purchase and install sixteen (16) pressure transducer/dataloggers.
The estimated fee to purchase, install, and test the dataloggers is $17,500. The
dataloggers are assembled when ordered. Delivery time is approximately three
weeks.
2. Maintenance of the pressure transducer/dataloggers, downloading of data, and
preparation of data reports.
The estimated fee to download the data from all sixteen dataloggers, convert the
digital data into an appropriate tabular format, and transmit the data to the City is
$2,300 per data collection event.
We suggest that for the first quarter, the dataloggers be set to record every 30
minutes and the data be downloaded monthly. These three data sets will provide
an indication of how frequently the groundwater levels fluctuate. If after the first
quarter it is clear that a less frequent recording interval is more appropriate, the
interval can be changed. The monthly downloading schedule for the first quarter
will provide a good opportunity to build confidence in the reliability of the
dataloggers. The estimated fee for downloading of data and preparation of data
reports for the first quarter is $6,900 (3 data collection events @ $2,300 per
event).
Therefore, the total estimated fee to purchase, install, test, and monitor 16 dataloggers
monthly for the first quarter is $24,400.
After the first quarter, it may be appropriate to reduce the frequency of data
downloading events to quarterly. Quarterly downloads that coincide with quality
sampling would be the most convenient since the dataloggers will have to be removed
and reinstalled to accommodate the sampling.

BE IT FURTHER RESOLVED, that funds in the amount of $84,800.00 be
appropriated for this project.
