BACKGROUND INFORMATION: The Wastewater Main Rehabilitation Program is intended to systematically replace and repair existing wastewater infrastructure that has reached its useful life. This is the ninth project scheduled in this program. Project No. 9 rehabilitated approximately 1200 lineal feet of 24 -inch and 30 -inch diameter wastewater trunk lines running south from Ham Lane and Park Street, continuing along the east side of the WID Canal, ending at Century Boulevard. Lining for these pipes has been completed, improving the level of service, increasing reliability and reducing risk of pipeline failures. As with previous phases of the project, trenchless methods of rehabilitation were used to minimize both surface disruption and costs. The project also rehabilitated 16 wastewater manholes, see attached Exhibit A. The original contract amount was $1,656,535. The final cost of the contract was $1,688,072.39 and was completed in substantial conformance with the specifications approved by City Council. There was one change order incorporating two items totaling $31,537.39. Item 1 revised unit item quantities to match work performed amounting to a credit in the amount of $33,849. Item 2 included work requested by staff amounting to $65,386.39. The additional work requested by staff included cleaning and evaluation of additional 1500 lineal feet of wastewater lines ($16,199.81), additional cleaning of heavy debris from vacon decanting at MSC ($16,965.30), additional mobilization due to rain delays ($14,278.75), and other minor items. The original contract was 90 days. Change Order No. 1 added 120 calendar days for excessive rain events when bypass work was not permitted. Pre -construction and post -construction photos of a sample manhole rehabilitation and wastewater line rehabilitation are shown in Exhibit B. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
