AGENDA TITLE: Provide Direction to City Staff Regarding Providing A Cellular Device and Cellular Service
for Council Members

RECOMMENDED ACTION. Provide direction to City staff regarding providing a cellular device and
cellular service for Council Members.
BACKGROUND INFORMATION: On November 16, 2022, the City Council adopted Resolution
No. 2022-285, approving benefit modification for Council Members.
Among the benefits approved by the resolution was: Each Council
Member shall be issued a new iPad or equivalent device at the beginning of each 4 -year term for official City of
Lodi business use only. The Information Technology department issues the device with no data or cellular plan
automatically attached, as cellular devices and cellular plans are a taxable benefit for the recipient.
Additionally, Council Members each have their own City phone number that can be used in conjunction with
the City's 8x8 program application on their phone or computer, which removes the necessity to supply his or
her personal phone number for City related phone calls or text messages.
However, due to continuous communication with constituents, and City and County officials, City staff seek
direction from the City Council regarding City issued cellular devices and cellular plans.

RESOLUTION NO. 2022-285
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
BENEFIT MODIFICATIONS FOR COUNCIL MEMBERS AND
RESCINDING RESOLUTION NO. 2021-12
WHEREAS, the Lodi City Council is amending the benefits provided to its City Council
Members; and
WHEREAS, the following Schedule of Benefits represents a listing of those benefits:

Technology
Each Council member shall be issued a new
iPad or equivalent device at the beginning of
each 4 -year term for official City of Lodi
business use only. At the completion of the
term, the iPad shall be returned to the
Information Technology Manager to be wiped
at which time the Council member may keep
the wiped iPad for personal use.

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the benefit modifications for Council Members and rescind Resolution No. 2021-12.
