AGENDA TITLE: Adopt Resolution Approving Side Letter Agreement between the City and Lodi Fire Mid -
Management to Provide Paramedic Incentives

RECOMMENDED ACTION. Adopt resolution approving side letter agreement between the City and Lodi
Fire Mid -Management to provide paramedic incentives.
BACKGROUND INFORMATION The City of Lodi Fire Department provides medical services under the
authority of the San Joaquin County Emergency Medical Services Agency
(SJCEMSA), pursuant to Welfare & Institutions Code 17000, Health &
Safety Code Section 1797 et seq., and California Code of Regulations, Title
22, Division 9.
At its Shirt Sleeve meeting on October 5, 2021, and subsequent Council Meetings, Council has received
information from Fire Chief Ken Johnson, regarding the implementation of an Advanced Life Support (ALS)
program within the Lodi Fire Department. The City is in the process of implementing the ALS program and
anticipate that process to be completed within the next six months.
During negotiations with the LFMM unit, a re -opener clause was included in the Statement of Benefits (SOB) to
negotiate an incentive for LFMM members who are licensed and accredited Paramedics.
City staff have bargained with LFMM and have tentatively agreed upon the following incentives.
• Effective January 9, 2023, $50 per month stipend for the Paramedic Accreditation Officer;
• Effective January 9, 2023, $250 per month stipend for LFMM members who are licensed Paramedics
while they are seeking accreditation by SJCEMSA;
• Effective January 9, 2023, $250 per month stipend for LFMM members who are accredited by
SJCEMSA until the City has been approved by SJCEMSA to implement ALS; and
• Upon approval by SJCEMSA to implement an ALS program, an Eleven percent (11 %) incentive shall
be paid to LFMM members who are accredited by SJCEMSA as Paramedics and the $250 monthly
stipend shall be eliminated.
Staff recommends that the Council approve the amendment to the LFMM SOB by approving the attached side -
letter agreement to provide paramedic incentives.

FISCAL IMPACT: The estimated annual cost if all five Paramedics were at the Battalion Chief rank
would be $85,000. There is currently one LFMM Paramedic who is qualified for
the monthly stipend of $250. The Fire Department does not expect that all five of
the Fire Mid -Managers will become certified Paramedics for several years.
FUNDING AVAILABLE: Funding available within the Fire Department's budget.

Side Letter Agreement Amending the Statement of Benefits
Between the City of Lodi and the Lodi Fire Mid -Management
July 1, 2022 — June 30, 2025
This Side Letter Agreement is entered into between the City of Lodi, a municipal corporation
("City"), and the Lodi Fire Mid -Management ("LFMM"), and is effective as of January 1, 2023.

WHEREAS, the Statement of Benefits between LFMM and the City has a term of July 1,
2022 — June 30, 2025 (MOU), and
WHEREAS, during the negotiation process the City agreed to a re -opener on Paramedic
Incentive; and
WHEREAS, representatives from the City negotiated an incentive for Lodi Professional
Firefighters (LPF) for those who are certified and accredited Paramedics; and
WHEREAS, the City and LFMM have mutually agreed to amend the Statement of
Benefits to include Paramedic Incentive as follows:
NEW ARTICLE - PARAMEDIC INCENTIVE PAY
• Effective January 9, 2023, $50 per month stipend for LFMM employee's who are
certified by SJCEMSA as a the Paramedic Accreditation Officer;
• Effective January 9, 2023, $250 per month stipend for LFMM members who are
licensed Paramedics while they are seeking accreditation by SJCEMSA;
• Effective January 9, 2023, $250 per month stipend for LFMM members who are
accredited by SJCEMSA until the City has been approved by SJCEMSA to
implement ALS; and
• Upon approval by SJCEMSA to implement an ALS program, an Eleven percent
(11%) incentive shall be paid to LFMM members who are accredited by SJCEMSA
as Paramedics.
The City will pay for or provide all licensing, accreditation and continuing education fees and
costs associated with paramedic licensure and accreditation for all paramedics. The City will pay
for or provide required continuing education for paramedics at no cost to employees. Paramedics
will receive overtime compensation for completing approved continuing education classes
outside their normal working hours.
All other provisions of the Statement of Benefits remain in full force and effect.

RESOLUTION NO. 2023-49
A RESOLUTION OF THE LODI CITY COUNCIL
AMENDING THE STATEMENT OF BENEFITS BETWEEN THE
CITY OF LODI AND LODI FIRE MID -MANAGEMENT THROUGH
A SIDE -LETTER AGREEMENT ADDING
PARAMEDIC INCENTIVE PAY

WHEREAS, the Lodi City Council approved a successor Statement of Benefits (SOB)
with the Lodi Fire Mid -Management unit (LFMM) that has a term of July 1, 2022 through
June 30, 2025; and
WHEREAS, the Lodi Fire Department is entering into an agreement with San Joaquin
County Emergency Medical Services Agency (SJCEMSA) to provide Advanced Life Support
(ALS) services to the citizens of Lodi; and
WHEREAS, Lodi Fire Department personnel must be accredited and licensed
Paramedics through the State of California and SJCEMSA in order to provide ALS services;
and
WHEREAS, the LFMM SOB includes a re -opener clause to negotiate a Paramedic
incentive for LFMM members who are certified Paramedics; and
WHEREAS, representatives from the City and LFMM have met and conferred in good
faith on the Paramedic incentive; and
WHEREAS, the City and LFMM wish to enter into a side -letter agreement amending the
LFMM SOB to provide incentive pay for employees who are accredited by SJCEMSA as
Licensed Paramedics; and
WHEREAS, it is recommended that Council approve the revisions to the SOB with
LFMM through a Side -Letter Agreement to provide Paramedic incentive pay.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that it does hereby
approve the attached Side -Letter Agreement (Exhibit A) between the City of Lodi and LFMM.
