HomeMy WebLinkAboutAgenda Report - March 1, 2023 H-01CITY OF Q1166 66r .� a z CALIFORNIA AGENDA ITEM 14�1 COUNCIL COMMUNICATION AGENDA TITLE: Adopt Resolution Approving 2022/23 Mid -Year Budget Adjustments; Approving Classifications, Job Descriptions and Salary Ranges for New Assistant City Attorney, Senior Electric Utility Business Analyst and Fleet Services Coordinator Positions MEETING DATE: March 1, 2023 PREPARED BY: Budget Manager RECOMMENDED ACTION: Adopt resolution approving 2022/23 mid -year budget adjustments; approving classifications, job descriptions and salary ranges for new Assistant City Attorney, Senior Electric Utility Business Analyst and Fleet Services Coordinator positions BACKGROUND INFORMATION: The City Council adopted the Fiscal Year 2022/23 Budget on June 1, 2022. The budget sets the priorities for funding services within the City of Lodi for the fiscal year. A mid -year review of revenue and expenditure projections was conducted and staff present the following recommended budget adjustments and staffing changes. General Fund Revenues: General Fund revenues are coming in very close to original projections. The current revenue budget is $74,823,100 with a mid -year revenue projection of $78,215,690 for a year end projection increase of $3,392,590. Of this, $2,800,000 is an increase due to the recent natural gas power plant agreement. Staff will be coming to Council at a later date for recommendations on utilizing this revenue stream. The remaining $592,590 is projected in sales tax ($305,970), waste management franchise fees ($197,430) and state grants ($107,190). General Fund Expenditures: General Fund expenditures are projected on target. The current budget is $84,343,382 with projections coming in at $84,264,090. No increases to budget is being requested. The Fire Department is requesting to move funding for their radio encryption project to their equipment replacement fund with a net zero increase to budget. Electric Utility Electric Utility is projecting a revenue increase of $1,387,970 of which $597,970 is additional work for other departments, $400,000 in Cap and Trade auction revenue and $390,000 in power supply cost revenue. On the expense side, power costs are estimated to be $2,925,660 over budget. The department is able to absorb most of the increase in their current budget but will need an additional $76,050 budget adjustment. These APPROVED: (Feb 11,1021 W 1 PST' Stephen Schwabauer, City Manager adjustments are listed on Exhibit A. Additionally, they are requesting $696,500 in capital projects and equipment as indicted in Table 1 below: Table 1 Electric Utility Capital Project & Equipment Requests: Amount Overhead maintenance CIP 500,000 Replace underground fault locator 30,000 EV charging project 120,000 Forklift 46,500 Total 696,500 Additional Mid -Year Adjustments • Transit Fund: An adjustment of $33,420 in expenses for a grant received in the LCTOP program for student bus fares and longer Saturday hours. • Streets Fund: A change of $705,000 in funding sources for the Garfield St. Safe School route project from State Bike Lane funds to Measure K funds. • Capital Outlay Fund: $64,000 for a public safety backup generator. • Equipment Replacement Fund: $87,650 for Fire radio encryption and $3,500 for replacement of Fire exercise bicycle equipment • Vehicle Replacement Fund: $35,000 for a Code Enforcement vehicle and $13,800 for Parks Division fleet electrification master plan. Additionally, this position will be tasked with code enforcement issues, administrative and criminal proceedings. Below is the requested salary scale: Title: I Step 0 Step 11 Step 2 Step 31 Step 4 Assistant City Attorney 158,684.76 1 166,618.96 1 174,949.90 1 183,697.39 1 192,882.26 • Add (1) Dispatch Supervisor—this position was eliminated in FY 2012 as a cost savings measure. With the Police being a 24/7 operation, this addition of a second supervisory position is needed for shift coverage, court cases, jail operations and general workload duties. • Add (1) Police Officer—this position is being requested for added patrol coverage and minimum staffing needs. ■ Reclass Senior Administrative Clerk to Senior Police Administrative Clerk — the incumbent has been performing higher level duties for the past several years. This reclassification provides compensation that is commensurate with the duties being performed. The reclassification would be effective as of August 18, 2022 which is the date the employee requested the reclassification of their position. • Reclass Payroll Technician to Sr. Payroll Technician —this reclassification addresses the compensation for duties performed by the Payroll Technician that are of the higher classification. Payroll is staffed by two positions that equally share in the complex duties. This request brings the positions into equity. • Add (1) Substation Technician —the addition of this full-time position is part of an overall strategy as it relates to succession planning in the Electric Utility's Technical Services Division. It is critical that the utility maintains sufficient qualified staff to operate and maintain the utility's most critical assets including electric distribtuion system substations. • Reclass Electric Utility Business Analyst to Sr. Electric Utility Business Analyst—this postion provides higher level technical duties and day-to-day operations for management of the department's administrative staff than when the position was initial created in 2018. This reclass addresses compensation commensurate with the duties being performed. Job descriptions are not intended to reflect all duties performed within the job. DEFINITION Under administrative direction of the City Attorney, the Assistant City Attorney is fully experienced in civil and public agency law and provides a wide range of professional legal services to the City Council, the Risk Division of the City Attorney's Office, City departments, and various boards and commissions; performs highly complex legal work related to municipal government operations; conducts research, advises City officials and departments, prepares opinions and reports, and represents the City in a variety of litigation; performs related work as assigned by the City Attorney. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the City Attorney. Provides supervision and direction to lower lever staff. This position may be assigned overall administrative responsibility of the Department in the absence of the City Attorney. SUPERVISION EXERCISED AND RECEIVED Receives general direction from higher-level personnel. Exercises direct supervision over assigned staff. EXAMPLES OF DUTIES Duties may include, but are not limited to the following: Gather, compile, tabulate, analyze, and report statistical Electric Utility meter and customer billing/usage information for use by internal and external customers; Perform quantitative analysis of customer load and generation data to validate data received from multiple sources, determine usage trends, and identify and resolve variances; Work with metering and billing personnel, as needed, to calculate customer account corrections and backbills; Assist with review and confirmation of calculations associated with monthly large industrial bill batch processing and customer self -generation; Perform the validation and auditing of customer rate class assignments and recommend re -assignment in accordance with approved rate tariffs; Maintain current electric rates in the billing system in accordance with City Council approved changes, seasonal changes, and special tariff conditions; Support staff with regard to City's metering systems, and work closely with Information Services and other personnel to identify, analyze, and resolve communication and data problems; Work closely with Information Technology Division and other personnel to identify, analyze and resolve communication and data problems pertaining to the City's metering systems; Serve as project manager to manage, implement, and maintain any data management systems that support utility operations; Assist in budget forecasting/preparation and data collection related to fixed assets and financial reports; Develop, update, and analyze, through electronic models, current and projected retail sales revenue, rate adjustments, operating costs, and capital improvement program activities; Design, implement, modify, and manage databases used to input and extract data and prepare regular and/or custom reports; Design, upgrade, and ensure successful migration to and from various computer programs; update data and ensure maintenance of accurate data; Research and compile data related to other electric utility competitors and prepare related reports; Assist with preparation and implementation of Electric Utility contracts; Provide day-to-day support to other divisions regarding rates, data gathering and analysis, budgeting, and project management; Participate in and/or manage special projects, as assigned; Monitor and oversee Department clerical functions including work flow processing, development and implementation of Department policies and procedures, process improvements, social media/website content and development, and Department payroll processing; Assist in the selection of assigned staff; plan, organize, schedule, train, direct, review and evaluate the work of assigned staff; assign work activities, projects and programs; monitors work flow; coaches employees on performance deficiencies and implements disciplinary action as needed; Build and maintain positive professional working relationships with co-workers, other City employees, outside agencies, and the public using principles of good customer service; and Performs other duties related to the operation of the department and the City including additional duties that enable the department and City to meet the diverse needs of its community. MINIMUM QUALIFICATIONS Knowledge of: Quantitative analysis, including technical, statistical, and financial, as it relates to electric utility data; Mathematics, statistical, financial and accounting methods for revenue, cost and rate analysis, and methods of graphic presentation; Working knowledge of SQL and data management, including database and spreadsheet applications, with the ability to use complex models and specialized computer applications; Research techniques and documentation methods; Principles and practices associated with the collection of Electric Utility meter and customer data; Principles and practices of budget and financial planning in addition to project development and management; Technical report writing procedures and techniques; Customer Information Systems (CIS), AS400, and other related software applications; Basic payroll functions include the Fair Labor Standards Act (FLSA); Principles and practices of management and leadership; principles of personnel administration, supervision and training; Applicable Federal, State, local laws, codes and regulations; and Thorough knowledge specific to the area of assignment is required. EDUCATION AND EXPERIENCE: Any combination of experience and education that would likely produce the qualifying knowledge and ability. A typical combination is: Education: Possession of a Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, economics, engineering, computer science, mathematics, or a related field. Experience: Five (5) years of full-time professional work experience with increased responsibilities involving multiple facets of: electric utility rates and business practices; automated electric utility billing operation system and AMI/AMR which included technology systems coordination and working with databases, spreadsheets, and other software applications as it relates to data compilation and analysis for a public agency. Two years of which included supervision. Knowledge of Tyler/Munis, Electric Utility billing and metering is highly desirable. LICENSES AND CERTIFICATES Possession of a valid Class C Driver's License from the California Department of Motor Vehicles. WORKING CONDITIONS Environmental Conditions: Work is generally performed in an office setting with frequent interruptions, multiple deadlines, and peak workload periods. Position may require working with the public and attendance at night and/or weekend meetings, and driving a motor vehicle. May be exposed to safety hazards including, fumes or odors, dust or gases, chemicals, toxic materials, oil, and a variety of mechanical machinery. DEFINITION Under general supervision, to perform public contact and customer service work over the telephone and at a customer counter; serve as a liaison between the customer and the service technician; and to perform general clerical work in receiving and processing requests for automotive and heavy equipment repair and maintenance; and to order receive, distribute and stock vehicle and equipment parts, accessories, supplies, special tools used in the maintenance, service and repair of City vehicles and heavy equipment, and other related supplies. SUPERVISION EXERCISED AND RECEIVED General supervision is provided by higher level personnel. EXAMPLES OF DUTIES Duties may include, but are not limited to the following: Gather, compile, tabulate, analyze, and report statistical Electric Utility meter and customer billing/usage information for use by internal and external customers; Perform quantitative analysis of customer load and generation data to validate data received from multiple sources, determine usage trends, and identify and resolve variances; Work with metering and billing personnel, as needed, to calculate customer account corrections and backbills; Assist with review and confirmation of calculations associated with monthly large industrial bill batch processing and customer self -generation; Perform the validation and auditing of customer rate class assignments and recommend re -assignment in accordance with approved rate tariffs; Maintain current electric rates in the billing system in accordance with City Council approved changes, seasonal changes, and special tariff conditions; Support staff with regard to City's metering systems, and work closely with Information Services and other personnel to identify, analyze, and resolve communication and data problems; Work closely with Information Technology Division and other personnel to identify, analyze and resolve communication and data problems pertaining to the City's metering systems; Serve as project manager to manage, implement, and maintain any data management systems that support utility operations; Assist in budget forecasting/preparation and data collection related to fixed assets and financial reports; Develop, update, and analyze, through electronic models, current and projected retail sales revenue, rate adjustments, operating costs, and capital improvement program activities; Design, implement, modify, and manage databases used to input and extract data and prepare regular and/or custom reports; Design, upgrade, and ensure successful migration to and from various computer programs; update data and ensure maintenance of accurate data; Research and compile data related to other electric utility competitors and prepare related reports; Assist with preparation and implementation of Electric Utility contracts; Provide day-to-day support to other divisions regarding rates, data gathering and analysis, budgeting, and project management; Participate in and/or manage special projects, as assigned; Monitor and oversee Department clerical functions including work flow processing, development and implementation of Department policies and procedures, process improvements, social media/website content and development, and Department payroll processing; Assist in the selection of assigned staff; plan, organize, schedule, train, direct, review and evaluate the work of assigned staff; assign work activities, projects and programs; monitors work flow; coaches employees on performance deficiencies and implements disciplinary action as needed; Build and maintain positive professional working relationships with co-workers, other City employees, outside agencies, and the public using principles of good customer service; and Performs other duties related to the operation of the department and the City including additional duties that enable the department and City to meet the diverse needs of its community. MINIMUM QUALIFICATIONS Knowledge of: Quantitative analysis, including technical, statistical, and financial, as it relates to electric utility data; Mathematics, statistical, financial and accounting methods for revenue, cost and rate analysis, and methods of graphic presentation; Working knowledge of SQL and data management, including database and spreadsheet applications, with the ability to use complex models and specialized computer applications; Research techniques and documentation methods; Principles and practices associated with the collection of Electric Utility meter and customer data; Principles and practices of budget and financial planning in addition to project development and management; Technical report writing procedures and techniques; Customer Information Systems (CIS), AS400, and other related software applications; Basic payroll functions include the Fair Labor Standards Act (FLSA); Principles and practices of management and leadership; principles of personnel administration, supervision and training; Applicable Federal, State, local laws, codes and regulations; and Thorough knowledge specific to the area of assignment is required. EDUCATION AND EXPERIENCE: Any combination of experience and education that would likely produce the qualifying knowledge and ability. A typical combination is: Education: Possession of a Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, economics, engineering, computer science, mathematics, or a related field. Experience: Five (5) years of full-time professional work experience with increased responsibilities involving multiple facets of: electric utility rates and business practices; automated electric utility billing operation system and AMI/AMR which included technology systems coordination and working with databases, spreadsheets, and other software applications as it relates to data compilation and analysis for a public agency. Two years of which included supervision. Knowledge of Tyler/Munis, Electric Utility billing and metering is highly desirable.
